Ouyang Qin
Ouyang Qin (1900-1978) was named Weiliang. He is from Ningxiang, Hunan Province. He went to France to work and study in 1919 and joined the Communist Party of China in 1924.
He was once vice chairman of the CPPCC National Committee, first secretary and governor of Heilongjiang provincial Party committee.

In January 1938, in order to expand the Anti Japanese propaganda, Ouyang Qin presided over the establishment of the provincial Party Committee organ publication "northwest" weekly, engaged in printing and distribution with comrades, and wrote articles in person. According to the incomplete statistics of more than 40 issues of Northwest weekly, he drafted 28 editorials and published 28 articles under the pseudonym of "Yang Qing". Under his careful guidance, northwest weekly played an important role in guiding the masses to carry out the national salvation movement and exposing the criminal acts of Kuomintang diehards in sabotaging the United Front. It became the main front for propaganda of the Anti Japanese national salvation movement in Northwest China, with a circulation of more than 6000 copies. It was the largest publication in Northwest China at that time.
In August 1940, the CPC Central Committee issued an instruction to the Shaanxi provincial Party committee, emphasizing that "the Shaanxi party must strictly implement the party's hidden and capable policy, strengthen the extensive contact between the party and the society and the masses, so as to achieve the purpose of long-term ambush and accumulation of strength.".
