Qin Liang studied in Beijing Yuying middle school, Beijing No.24 middle school, and graduated from mining machinery Department of Beijing Institute of mining and technology in 1962. In 1965, xuanmou design and Research Institute of the Ministry of coal industry was engaged in engineering design of coal preparation plant, research and development of coal preparation machinery and equipment, and technical management for a long time. He has successively served as project leader, chief engineer, vice president and chief engineer. Member of coal preparation Machinery Standardization Technical Committee, director of China coal society, executive director of resources and environment professional committee of coal industry technical committee. He has participated in the engineering design of more than 10 coal preparation plants, including the 1.8mt/a coal preparation plant which won the National Gold Award for excellent design and the Datun coal preparation plant which won the National Gold Award for high quality engineering. Participated in and presided over the development of coal vibrating screen series, research and promotion of equal thickness screening method, development and serialization of linear equal thickness screen, development of high frequency vibrating screen and large coal preparation equipment and other projects to fill the gaps in China, respectively won the National Science Conference award, quality product award of Ministry of machinery, second prize of scientific and technological progress, first and second prize of scientific and technological progress of Ministry of coal, and second prize of national scientific and technological progress. In 1986, he was awarded the title of "national coal industry labor model"; in 1988, he was approved by the Ministry of personnel as "young and middle-aged expert with outstanding contributions"; in 1989, he was awarded the title of "national outstanding returned overseas Chinese and overseas Chinese family members intellectual" by the overseas Chinese Affairs Office of the State Council and the all China Federation of overseas Chinese.
