Wang Daosheng was born in February 1947 in Shimen County, Changde City, Hunan Province. According to the information released by the Supreme People's Procuratorate of Hunan Province, he once served as deputy secretary and mayor of Yongzhou Municipal Party committee. Since September 1999, he has been transferred to Deputy Secretary General of the provincial government (department level). In June 2008, he was arrested for bribery.
