He was Vice Minister of foreign affairs of the people's Republic of China from July 1974 to February 1979. He has been deputy director of the Counselor's office of the State Council since April 1984.
On September 9, 2017, Wang Hairong died of illness in Beijing hospital at the age of 79.

Wang Hailong was born in an unusual educational family in Changsha, Hunan Province. Mr. Wang Jifan is a famous educator in Hunan Province.
