Suggestions from the National People's Congress
In 2013, Wang Mingang, deputy to the people's Congress of the port area, carefully submitted to the Ministry of civil affairs a proposal on giving preferential treatment to former Anti Japanese War veterans after deeply understanding the efforts made by Shenzhen Longyue charity foundation to care for anti Japanese War veterans in recent years. In July, Wang Mingang received a reply to the proposal. He immediately informed the Shenzhen Longyue charity foundation of the good news.
In the original photo of the reply, the red head document said that according to the regulations on pension and preferential treatment for servicemen, the objects of preferential treatment in charge of civil affairs departments refer to servicemen in active service of the Chinese people's Liberation Army, disabled servicemen in active service or out of active service, as well as demobilized servicemen, veterans, families of martyrs, families of servicemen who died on duty, families of servicemen who died of illness, and families of servicemen in active service. The former KMT veterans living in the mainland do not belong to the scope of preferential treatment.
Nevertheless, the Ministry of Civil Affairs paid close attention to it from the perspective of performing its existing functions, and recently issued a notice requiring civil affairs departments at all levels to do a good job in the work of the former Kuomintang Anti Japanese War veterans, and timely include the former Kuomintang Anti Japanese War veterans who meet the conditions of urban and rural subsistence allowances, rural five guarantees, medical assistance, temporary living assistance and social welfare into the corresponding scope of protection. With the help of the social pension service system, the orphans and widows who met the conditions of the former KMT Anti Japanese War veterans were given priority to enter nursing homes and welfare homes. We should support, encourage and guide social organizations to provide special assistance to the former Kuomintang veterans of the Anti Japanese war by accepting social donations and other appropriate forms. When holding major activities such as commemorating the victory of the Anti Japanese War and other major festivals such as new year's day and Spring Festival, it is suggested that the local Party committee and government invite the former Anti Japanese veterans of the Kuomintang to participate in and offer sympathy. The Ministry of Civil Affairs supports the work of Shenzhen Longyue charity foundation and other organizations in caring for anti Japanese War veterans.
