Su Huanzhi
Su Huanzhi (July 20, 1956 -), head of Tainan County, Taiwan Province. Bachelor of law, NTU, master of law, Fu University. Born in Qigu Township, Tainan County (now Qigu District, Tainan City), father Su Tianshui. In 2009, we worked with the mayor of Tainan to promote the merger of Tainan City and county into a municipality directly under the central government. In February 2012, he announced his candidacy for the chairman of the Democratic Progressive Party.
On the morning of March 3, 2018, former Tainan County Magistrate Su Huanzhi announced that he would withdraw from the DPP and run for mayor of Tainan.
Life events
early years
After graduating from Kaohsiung middle school, he was admitted to the Department of physics of Taiwan University. He found the wonderful and rich history of Taiwan in the library of Taiwan University. He immersed himself in the study of Taiwan's literature and history, and studied the history of Taiwan which had been ignored for a long time under the influence of politics. During his career as a law student, he helped Lin Yixiong, a non party democracy activist at that time, to assist in the election and gradually came into contact with the non Party movement.
In 1973, high school sophomore in Kaohsiung high school because of Zhou Ji's direct criticism of the instructor, was the school recorded two major and two minor mistakes, nearly dropped out of school. When studying in Taiwan University in 1977, he risked martial law to help Lin Yixiong, Kang Ningxiang, Zhang Junhong, Yao Jiawen and others run for election.
On May 20, 1988, the peasants fought for the rural social security system and acted as a voluntary defense lawyer. In 1991, he returned to his hometown and led the county people to set up a stable interchange successfully, which laid the foundation for Nanke's decision to set up Tainan in the future. In 1992, he led the peasants to resist paying water rent, won a lawsuit for them, and successfully resisted paying water rent.
The representative period of public opinion in Taiwan
In 1992, he participated in the election of legislators, took the lead in putting forward political opinions on pension for the elderly, and organized the "National Association for the promotion of pension for the elderly". After being elected, he put forward the "national pension law", "Regulations on elderly welfare allowance", "regulations on elderly farmers' allowance" and "Regulations on elderly farmers' retirement from agriculture" and other bills to ensure the economic security of the elderly, striving to improve Taiwan's social security system. Finally, in 1995, Taiwan's legislature passed the third reading of the "Regulations on old farmers' allowances", and began to pay allowances in July of that year, becoming the founder of Taiwan's old age pension system.
In 1993, in order to defend the local area and protect Qigu lagoon, he insisted on opposing Binnan Qiqing and Dahua steel plant. For this reason, he shaved his head and worked hard for eight days and seven nights to show his ambition. He was also called "bareheaded legislator". We supported the establishment of yunjianan national scenic area and Taijiang National Park, and also paid great attention to the conservation of black faced Spoonbill and other rare animals.
In 1999, in order to implement the idea of abolishing the "national assembly of the Republic of China", the campaign from Taiwan's Pingtung asceticism to Taiwan's leaders' and staff organizations caused repercussions from all walks of life and successfully abolished the national assembly.
Tainan County Magistrate period
In 2002, in the post old age pension era, 279 village care centers were set up to care for the vulnerable elderly, and the national health examination of action hospitals was promoted to take care of people's health.
In 2003, he proposed to former President Lee Teng Hui to follow the example of the three small Baltic States to hold 228 hand in hand Taiwan campaign, and lead the field rehearsal in Tainan County on February 1, 2004.
In 2005, on behalf of the Democratic Progressive Party, he was re elected as the county magistrate of Tainan. He defeated Guo Tiancai, a candidate of the Chinese Kuomintang, and was re elected as the 15th county magistrate of Tainan.
In 2009, Xu Liuyi city and Tainan City jointly promoted the reform of the local mayor system. During the period of Tainan county magistrate, he strongly controlled the post of teacher selection, and required that 5% of teachers should be grade B in performance appraisal. Two schools refused to accept the administrative order and were assessed grade B in performance appraisal, but were criticized for violating educational autonomy.

Anecdotes
On May 5, 1993, Lin Mingyi, a member of the National Party of Taiwan's legislative branch, had a quarrel with a member of the Democratic Progressive Party. Su Huanzhi, then a legislator, urged Lin Mingyi to be patient (more patient, khahj í M-N ā I), but Lin mistakenly heard it as K à n-l í n-ni & acirc;), so he attacked Su Huanzhi.
