Enhance development confidence and jointly promote high-quality development

Private economy is a new force to promote Chinese path to modernization and an important force to participate in and promote reform. The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposes to "unwaveringly consolidate and develop the public ownership economy, and unwaveringly encourage, support, and guide the development of the non-public ownership economy". On September 26th, the Political Bureau of the Central Committee of the Communist Party of China held a meeting and explicitly proposed the introduction of the Private Economy Promotion Law to create a favorable environment for the development of the non-public economy. At present, the draft of the Private Economy Promotion Law has been publicly solicited for opinions from the society.

Currently, how to create a market-oriented, rule of law, and international first-class business environment to jointly promote high-quality development of the private economy? We invite some members of the National Committee of the Chinese People's Political Consultative Conference and business people to express their opinions and suggestions.

Promote further implementation, refinement, and execution of policies

In the face of complex domestic and international situations, we need to come up with practical measures, find solutions, and make contributions to support the development of the private economy, stabilize expectations, and strengthen confidence.

What is the most important concern of the private economy at present, and what policies need to be optimized the most? Since 2020, I have visited over 400 companies and conducted a series of surveys. Therefore, I suggest:

Promote the further implementation, refinement, and execution of a series of policies. In the survey, enterprises are generally excited about the support measures taken by the government, and look forward to increasing efforts on deep-seated and critical issues related to the development of private enterprises, such as market access, fair competition, factor acquisition, and property rights protection, in order to maintain policy stability and coherence. Private enterprises are highly concerned about the implementation of policies.

Let private enterprises truly feel equal rights, equal opportunities, and equal rules with other ownership enterprises, and solidify them through legislation. Accelerate the improvement of administrative discretion standards, conduct supervision and inspection of relevant departments, focus on issues such as insufficient proactive services for enterprises and poor policy coordination, standardize law enforcement and regulatory behaviors related to enterprises, and eliminate phenomena such as "hidden thresholds" and "identity discrimination". Accelerate the promulgation of the Law on the Promotion of Private Economy.

Establish a normalized communication and exchange mechanism. Relevant departments should go to the front line of operation and production, strengthen contact, communication, and exchange with private enterprises, understand their urgent needs, strengthen policy propaganda and interpretation, widely listen to the opinions and suggestions of private enterprises, and do everything possible to solve their problems.

Continuous innovation driven, improving business quality

The Decision of the Third Plenum of the 20th Central Committee of the Communist Party of China proposes to "adhere to and implement the 'two unwavering' principles," emphasizing the need to "ensure that all forms of ownership of the economy use production factors equally in accordance with the law, participate in market competition fairly, receive equal legal protection, and promote the complementary advantages and common development of various forms of ownership of the economy." This will inevitably stabilize the expectation of sustained business development of enterprises, strengthen the direction of high-quality development of enterprises, and boost the confidence of private entrepreneurs. Private entrepreneurs should have a comprehensive, objective, and calm view of the current economic situation. They should not only have firm confidence and stable expectations, but also further enhance their work enthusiasm, initiative, and creativity, and make every effort to promote sustained economic recovery and improvement.

Not long ago, the draft of the Private Economy Promotion Law was publicly solicited for opinions, which is a concrete manifestation of scientific legislation, democratic legislation, and legislation in accordance with the law. Better response to concerns and consensus building play an important role in promoting sustained, healthy, and high-quality development of the private economy.

On September 26, the meeting of the Political Bureau of the CPC Central Committee proposed that "we should issue and use super long term special treasury bond bonds and local government special bonds to better play the leading role of government investment", "we should strive to boost the capital market and vigorously guide medium and long-term funds into the market", which is a great benefit for high-quality economic development. The introduction of policy measures such as reserve requirement ratio cuts and interest rate cuts has already reflected the determination to increase countercyclical adjustment efforts, and we are more confident in the implementation of subsequent policies.

Currently, we are deeply cultivating the intelligent electric vehicle industry, seizing opportunities, and accelerating the cultivation and development of new quality productivity. We will increase our efforts to break through core technologies and provide users with a good driving experience. We have full confidence in the Chinese economy and will take the initiative to drive continuous innovation, striving to contribute the strength of private enterprises to promote high-quality economic development.

Inspire internal motivation and innovation vitality of enterprises

For a long time, the private economy has played an important role in stable growth, tax contribution, technological innovation, employment absorption, and improving people's livelihoods. With the recent package of incremental policies focused, coordinated, and sustained efforts, various positive factors and favorable conditions have rapidly accumulated, especially the formulation of the Private Economy Promotion Law, which will promote a more stable, fair, transparent, and predictable environment for the development of the private economy, fully stimulating the endogenous power and innovation vitality of private enterprises. Suggestion:

Further improve the legal system related to enterprises. Promote the legislative process of the Law on the Promotion of Private Economy, further implement the "two unwavering" principles, and ensure equal treatment of state-owned enterprises and private enterprises from both institutional and legal perspectives. The revised Tendering and Bidding Law and the Regulations on Ensuring Payment for Small and Medium sized Enterprises are expected to promote fair participation of all types of enterprises in market competition. Accelerate the clearance process of laws, regulations, and policies related to unequal treatment of enterprises, and remove institutional barriers that hinder fair competition among enterprises.

Further standardize law enforcement and regulatory behaviors related to enterprises. Encourage all law enforcement personnel to further standardize corporate law enforcement and regulatory behavior. Adopt flexible law enforcement methods to prevent selective law enforcement, profit driven law enforcement, and cross-border law enforcement.

Further assist enterprises in solving practical difficulties. Relevant departments should proactively provide policies, technologies, and services to enterprises, and use their hearts, emotions, and efforts to promote the resolution of urgent and difficult problems. Efforts will be made to motivate private entrepreneurs to boost confidence, focus on the right priorities, and prioritize work, to consolidate the consensus of wanting to be together, stimulate the drive to work together, and continuously promote the formation of a strong force to ensure high-quality development of the private economy through high-level rule of law.

New quality productivity drives the revitalization of traditional industries

Currently, the government's support for private enterprises is continuously increasing. Private entrepreneurs should have firm confidence in development and move towards the new with a positive attitude.

To promote high-quality economic development, enterprises need to transform and upgrade in accordance with national strategies, integrate and form new growth models, and revitalize traditional industries. Today's market requires us to produce safer, better quality, and more distinctive products. In terms of development strategy, technology, management, and system, we must adapt to the new situation, meet new demands, and make new progress.

We must firmly promote technological innovation and accelerate the cultivation and development of new quality productive forces. To enhance the technological innovation capability of products, take the path of brand development, and carry out comprehensive innovation and upgrading of existing industries in terms of technology, products, channels, etc. Adapt measures to local conditions to improve the output, quality, and added value of characteristic products, and cultivate new advantages in characteristic industries.

New technologies such as digital technology and artificial intelligence are constantly driving the transformation and upgrading of the entire industry. Taking the food processing field where I work as an example, we enhance our business capabilities through intelligent analysis of various data. We will continue to increase investment in technology and apply intelligent, biological, and digital technological achievements to traditional manufacturing industries.

As an agricultural and animal husbandry enterprise, we should have a broad agricultural perspective, not only focusing on production processes such as agriculture, forestry, animal husbandry, and fishery, but also committed to building a more resilient and complete industrial chain, and creating a new industrial ecology. Through scientific research and development, we will actively address issues such as the large cycle of animal husbandry, animal breeding, and intelligent farming, and accelerate the modernization of agriculture and rural areas.

Strengthen unconventional countercyclical regulation

Under the guidance of national policies and the joint efforts of all sectors of society, China has made significant progress in industrial upgrading in recent years. The international competitiveness of exported products continues to improve, and the Chinese economy has shown strong resilience and development potential.

But currently, the Chinese economy is also facing the problem of insufficient effective demand. This issue needs to be resolved in a timely manner to prevent its expansion and spread. Therefore, it is necessary to strengthen unconventional countercyclical regulation.

In terms of fiscal policy, ensure necessary fiscal expenditures and use the power of fiscal expenditures to leverage the overall social expenditure level. At present, there are many areas in China that require spending money, such as ensuring basic livelihood, promoting major projects, and improving infrastructure. Through a certain scale of fiscal expenditure, it can not only solve the problem of insufficient effective demand, but also improve people's livelihoods and lay a solid foundation for future development.

In terms of monetary policy, we will maintain reasonable and sufficient liquidity and moderately lower interest rates. In a market economy environment, interest rates are important price levers, and interest rate policies are also important policy tools for adjusting supply and demand relationships. Moderate reduction of interest rates can increase the overall demand level through multiple channels such as reducing interest expenses and stimulating demand potential.

From both international and domestic historical experience, as long as policies are implemented in a reasonable manner, the problem of insufficient demand can be effectively addressed. I believe that with the implementation and effectiveness of a series of policies, the Chinese economy can overcome the challenge of insufficient effective demand.

Promote the healthy and sustainable development of the digital economy

Recently, a package of incremental policies has been continuously introduced, focusing on the pain points and bottlenecks in the current economic operation, comprehensively responding to market demands, making the majority of enterprises feel a strong determination to promote sustained economic recovery and improvement, and also strengthening everyone's belief in taking action first and moving forward courageously.

We can see that a series of legal system constructions, such as the promotion of legislation for the private economy, have provided a good legal system guarantee for private enterprises to go into battle with ease. The combination of enhancing the consistency of macro policy orientation and promoting the effectiveness of policy implementation has truly formed a policy synergy, allowing enterprises to better concentrate on their main business and develop with peace of mind.

Digital technology industries such as the Internet bear an important responsibility in boosting the economy. In recent years, we have actively responded to the country's deployment to expand domestic demand, actively explored the development of digital consumption, and focused on creating richer consumption scenarios, models, and formats. Next, we need to increase investment in the direction encouraged by policies, promote entrepreneurial spirit, and deeply connect technological innovation and industrial upgrading.

In recent years, the overall compliance level, development quality, internal management level and social contribution of China's Internet enterprises have been greatly improved. Standing at a new starting point, we need to comprehensively improve quality and efficiency, optimize business layout, and promote healthy and sustainable development of our business.

Under the leadership of the Party and the government, with a focus on hard work and united efforts, we believe that private enterprises will have a bright future, and the Chinese economy will surely ride the waves and move forward with determination.

By enacting legislation to safeguard the sustained, healthy, and high-quality development of the private economy, it will greatly boost the confidence and determination of private enterprises and entrepreneurs to operate with peace of mind and develop boldly, providing solid legal guarantees for the stable and far-reaching development of the private economy.

The private economy has made tremendous contributions in promoting economic growth, stabilizing employment, increasing income, and ensuring people's livelihoods. Currently, due to multiple factors, the development of some private enterprises is facing challenges. This requires strengthening the guarantee of the rule of law, effectively creating a stable, fair, transparent, and predictable legal business environment, fully leveraging the fundamental, stable, and long-term benefits of the rule of law, and empowering the private economy.

Law is a crucial tool for governing a country, and good laws are a prerequisite for good governance. We should take the formulation of the Private Economy Promotion Law as an opportunity to further strengthen property rights protection, comprehensively protect the legitimate rights and interests of private enterprises such as property rights, creditors' rights, and intellectual property rights in accordance with the law, protect the personal and property rights of enterprises in accordance with the law, and enable private enterprises and entrepreneurs to focus on entrepreneurship, invest with confidence, and operate with peace of mind. Further improve the market access system and resolutely eliminate various obstacles that restrict private enterprises from participating fairly in market competition. Further promote policy implementation, timely optimize the supply of policies related to enterprises, increase policy publicity and implementation efforts, and effectively improve the pertinence, effectiveness, and implementation rigidity of policies to assist and benefit enterprises. A series of measures to promote the development and growth of the private economy, such as steadily advancing the legislation of the Private Economy Promotion Law, establishing and utilizing a comprehensive service platform for the development of the private economy, and establishing a coordination mechanism to support financing for small and micro enterprises, have greatly enhanced the confidence of private enterprises in their development.

We have come to realize in practice that in the face of fierce market competition, private enterprises need to consolidate their market and increase their market share in the new stage of development. They also need to enhance their technological level, take self transformation and innovation as key factors, and promote the improvement of their competitiveness.

Currently, we need to focus on technological innovation and develop new quality productive forces. Intensify investment in science and technology, use industry as a carrier to promote technological breakthroughs, strengthen product and application innovation, fundamental research innovation, as well as original and breakthrough technological innovation. Integrate technological innovation resources, establish a multi-level team of scientific and technological talents, strengthen cooperation with colleges and research institutes, promote collaboration with leading talents such as scientists, transform scientific and technological achievements, introduce innovative talents, and enhance the core competitiveness of enterprises.
