Ouyang Shafei was born in Wuxian County, Jiangsu Province (now Suzhou). In 1940, she was admitted to the actor training class of Shanghai Jinxing film company. The next year, she took part in the shooting of "spring water love wave" and made her debut on the screen. After 1942, he took part in shooting "Baiyun tower", "Yan Yingchun", "long live the teacher", "lotus in the fire" and other films in "Zhonglian" and "Huaying". In the mid-1940s, he was famous for being good at playing villains. In 1946, he starred in the "Anti Japanese War spy film" Tianzi No.1, which was made by CLP, and set the highest box office record of that year. He was a famous movie star in Shanghai in 1940s.

He went to Hong Kong in 1949. From the 1950s to the early 1960s, he made films in many Hong Kong film companies, such as Taishan, Far East, Xinhua, Huacheng and Dianmao, and acted as the main actor. In 1960, she won the best supporting actress award at the 7th Asian Film Festival for her excellent performance in the film "mother and daughter".

In 1963, Ouyang Shafei entered Hong Kong Shaw company to make films. In 1968, she won the Golden Horse Award for Best Supporting Actress for her film "beacon fire". In the mid-1970s, in addition to Shaw company, he also made films in Xieli, Tianbao and other companies. In 1981, Ouyang Shafei went to Taiwan to settle down, but was an actor on Taiwan's China TV station. During that time, she also took part in film shooting. Ouyang Shafei has many characters and outstanding acting skills. He won the 30th Golden Horse Award in 1993. In addition, Ouyang Shafei played Guan CAI in the 1992 Hong Kong TVB classic TV series the big time.

He died in Salt Lake City at 10 a.m. on August 3, 2010 at the age of 86.
