Liu Yongqi, born in November 1952 in Rushan, Shandong Province, joined the Communist Party of China in 1973 and graduated from the Party School of Henan provincial Party committee.

In December 1968, he joined the army in December 1970, worked in the municipal engineering office and public transport company of Wuyang District of Pingdingshan City in May 1975, transferred to Pingdingshan Statistics Bureau in December 1978, and successively served as the deputy director of the Bureau office and the chief of the comprehensive section. In December 1987, he was transferred to Henan Provincial Bureau of statistics, and successively served as the deputy director and director of the office. He was deputy director and member of the Party group of Henan Provincial Bureau of statistics in November 1995, deputy secretary of the Party group of Henan Provincial Bureau of statistics in June 2000, and director and Secretary of the Party group of Henan Provincial Bureau of statistics from December 2001 to March 2013.
