Zhang Li, male, Han nationality, was born in September 1955 in Longyao, Hebei Province. He joined the Communist Party of China in June 1976 and began to work in December 1972. He graduated from the school of humanities, Wuhan Jiaotong University of science and technology with a master's degree in philosophy of science and technology.

He was once a member of the Standing Committee of the Party committee and Secretary of the Discipline Inspection Commission of Inner Mongolia Autonomous Region.
