Personal life
Wu Feng (as shown in Figure 1), formerly known as Zheng Zuhua, was born in Fuzhou on November 5, 1927. After that, he moved to Shanghai and Chengdu to study. In 1945, he graduated from Chengdu Huaxi Xiehe high school and was admitted to the railway management department of Beiping Railway Management College of Jiaotong University. He organized the progressive society "new sound society", served as the president, published wall newspapers and attacked the current situation. In May 1947, "Xinsheng society" broke through the obstruction of the school, led and promoted the students to participate in the "anti hunger and anti civil war" demonstration and strike, and he was elected president of the student autonomy Association. In October of the same year, he joined the China Democratic Youth League and was blacklisted by the reactionary authorities and wanted. In September 1948, he rushed to the liberated areas of North China and changed his name to Wu Feng. He was assigned to the business office of the Ministry of communications of the people's Government of North China. In early 1949, he transferred to the Transportation Bureau of the Ministry of Railways of the Central Military Commission of the Communist Party of China and joined the Communist Party of China on July 1 of the same year.
From 1951 to 1956, he successively served as deputy section chief, principal section chief, comprehensive section chief and section chief of train diagram and carrying capacity section of Ministry of railways. He organized and led the compilation and analysis of national railway transportation technical plan, strengthened traffic safety work and regulation construction, unified compilation of train diagram and strengthening of carrying capacity. He studied the theory of railway transportation organization of the former Soviet Union and actively changed the railway transportation management in old China. In the process of preparing the technical plan of the whole railway, the main basis for organizing and evaluating the daily transportation is to improve the quantitative calculation method of wagon turnover time and its quality index, and establish a regular analysis system. Therefore, in 1954, he won a medal for outstanding workers from the Transport Bureau.
In 1957, Wu Feng sent the former Soviet Union to study in the Graduate Department of Moscow Institute of transportation engineering. He studied the hot spot of railway transportation production practice and theoretical research in the Soviet Union at that time - the problem of electrified "construction skylight", elaborated the relationship among various factors affecting the number of electrified "construction skylight", the optimization way and the calculation method for reasonably determining the number of "construction skylight"; analyzed the impact of different delay "construction skylight" on the delay time of trains and locomotives and the loss of operating expenses The delay optimization selection algorithm of "construction skylight" is proposed, and the corresponding numerical value is given, which provides a theoretical basis for practical application. The paper was published in the Journal of railway architecture of the whole Soviet Union and in the monograph of railway electrification and railway operation of the Institute. It showed his professional theoretical level and ability to solve practical problems in transportation and production. He successfully passed the defense of the paper and obtained the associate doctor's degree in science and technology.
In 1961, Wu Feng returned to work in the Transportation Bureau of the Ministry of Railways as deputy director and chief of the technical department. Entrusted by the leaders of the Bureau, he edited the book "organization of railway transportation work". The book has been reprinted for many times, and more than 20000 copies have been issued. It is very popular with the cadres of the transportation organization and management departments, and plays an important role in training professional cadres and improving the level of the whole railway transportation work.
In the 1960s, the main railway marshalling stations in China were short of operation capacity and poor transportation. Wu Feng advocated and organized the whole railway to focus on the development of direct transportation and comprehensively strengthen the organization of train flow, which not only increased the proportion of direct freight trains in the whole railway, alleviated the tension of marshalling station operation, but also sprouted a new organization form and work experience of direct freight trains in loading places suitable for the characteristics of China's railway transportation, and achieved remarkable results.
At the end of 1970s, the national railway transportation capacity was tense and the situation was grim. As the chief engineer of the Transportation Bureau, Wu Feng, based on tapping potential and improving efficiency, optimized the transportation organization method, promoted increasing train weight, train speed and train number, and incorporated them into the train diagram, provided transportation capacity guarantee for daily transportation organization and command, and ensured the completion of the railway transportation plan during the "sixth five year plan" and "Seventh Five Year Plan".
Wu Feng actively participated in the formulation of railway transport policies and major technical policies. It has made contributions to the implementation of total quality management of railway transportation, standardization of transportation operation, heavy haul transportation and transportation product strategy.
Since 1979, Wu Feng has been elected director and executive director of China Railway Society, director and executive director of China Transportation Association, and part-time professor of Institute of management science and Department of transportation management engineering of North Jiaotong University.
In 1982, he served as the deputy leader of the compilation group of the railway transportation organization and Management Branch of the volume Committee of Encyclopedia of China · transportation. In addition to writing the items of railway transportation organization and comprehensive operation plan, he also carried out a large number of items compilation and review. In the 1990s, he also took part in the editing work of the train operation organization branch items of China Railway encyclopedia transportation economy.
In 1991, he began to be a member of Mao Yisheng Railway Science and technology award evaluation committee, Zhan Tianyou Railway Science and technology award evaluation committee, and Zhan Tianyou Railway Science and Technology Development Fund Committee. And a member of the national natural science terminology Approval Committee participated in the selection and approval of railway science terms.
In 1996, he was elected as deputy director of the Committee of Journal of Railways and chief editor of the journal. During his term of office, Journal of Railways won the title of "one hundred outstanding academic journals in China".
In 1991, the Ministry of Railways awarded Wu Feng the honorary title of "national excellent railway intellectual" in recognition of his achievements and contributions in railway transportation organization and management.
Major scientific and technological achievements
Development of vehicle flow organization with Chinese characteristics to alleviate the shortage of operation capacity of Marshalling Station
In the early 1960s, the capacity of marshalling station reorganization was tight. In order to ensure the smooth operation of railway trunk lines, Wu Feng and his colleagues in the Department studied and took the development of direct transportation as the key point of optimizing train flow organization and train formation plan. It is advocated to start with loading organization, sort out the freight flow, centralize the through train flow, expand the scope of through train absorbing categories, and organize through trains originating from various categories and types of loading places according to local conditions, so as to reduce the workload of marshalling stations along the way. There are many kinds of through trains with Chinese railway operation characteristics in the whole railway: from a single variety of coal and oil to a variety of daily necessities and even Yali fruit; from single station to multi station; from one station to two stations to multiple arrival stations in the same section or multiple unloading lines in the same station. In 1964, the Ministry of Railways summarized and exchanged the experience of Boshan Badou branch line of Zhangdian train depot of Jinan Railway Bureau, which started from 9 stations, and the experience of Daxie station, which served the receiving and dispatching units, arrival stations and front marshalling stations. By 1965, the proportion of the total number of vehicles loaded by the through trains on the whole railway increased from 22.9% in 1957 to 28.9%. In the early 1980s, the organization of train flow and direct transportation of the whole railway were innovated and improved. For example, Daxie station arranged high-quality direct trains according to the requirements of arrival cargo area and consignees, Zhangdian and Lunzhou train depot organized multi stations to jointly arrange single or multi category direct trains, and Xiaoyao coal of Qinyang station implemented "Four Unifications" (Unified location, unified delivery, unified plan and unified transportation) (1) organization method: direct train loading, Tangshan station organizing multiple kinds of general goods direct train, Shuangyashan station organizing unified traffic diagram of direct train, etc. The proportion of through trains on the whole railway increased from 33.7% in 1982 to 45% in 1985. In the three years, 817663 through trains were operated, including 245298 long-distance through trains. More than 40000 transfer trains could be reduced every day, which was equivalent to three times of the transfer and reorganization work of Zhengzhou North marshalling station at that time. It created a new situation of organizing through trains with Chinese characteristics and enriched the traffic flow The theory and practice of organization.
He attached great importance to optimizing the organization of traffic flow in technical stations and the rational division of labor in marshalling stations. By using computer-aided technology to calculate the scheme of train formation plan in marshalling station, and closely combining with the actual operation of marshalling station, the optimized and feasible scheme is selected. Thus, the load of operation vehicles adapted from each marshalling station of the whole railway is coordinated, and the number of technical through trains undertaken by each marshalling station is increased. The proportion of non adapted transit vehicles in the total transit vehicles increased from 25% in 1962 to 56% in 1990, which eased the tension of operation capacity of marshalling station.
Optimizing train diagram to provide capacity support for daily transportation organization
At the end of 1970s, in order to ease the contradiction between transport capacity and volume, Wu Feng insisted on the road of expanding reproduction, tapping potential, improving efficiency, expanding capacity, reforming unsuitable rules and regulations, optimizing transport organization methods, actively increasing train weight, speed and number of trains, and implemented them in the train diagram, reflecting the strategy of tapping potential, improving efficiency and expanding capacity The purpose is to provide transportation capacity guarantee for daily transportation organization and command in terms of technology and ability.
In order to improve the quality of train diagram, he relied on professional engineering and technical personnel related to transportation production to carry out investigation and research, traction test, and constantly improve the technical operation process and operation time standard. And
