Ouyang qiansen, male, was born in October 1965 in Longhui, Hunan Province. In June 1984, he joined the China Association for the promotion of democracy in January 2014. He has a graduate degree from the Party School of Guizhou provincial Party committee. He is a first-class writer of literary creation, a first-class screenwriter, a core expert of Guizhou Province, and an expert with special allowance from the State Council. He once won the title of "double Xin artists of German arts". He has published more than 5 million words of long, medium and short stories in Chinese core journals.

At present, he is the chairman of Guizhou Federation of literary and art circles, chairman of Guizhou Writers Association, President of Guizhou University of Arts, and vice chairman of Guizhou Provincial Committee of DPP.
