Wang Qimin
Wang Qimin, male, Han nationality, a member of the Communist Party of China, was born in Huzhou, Zhejiang Province in September 1937. He is a communist among the "double hundred" figures and was awarded the honorary title of "iron man in the new era" by the Party group of China National Petroleum Corporation.
He once served as the president of exploration and Development Research Institute of Daqing Petroleum Administration Bureau, assistant director of Daqing Petroleum Administration Bureau, assistant general manager and deputy chief geologist of Daqing Oilfield Co., Ltd. Alternate member of the 15th CPC Central Committee.
On December 18, 2018, the CPC Central Committee and the State Council awarded Comrade Wang Qimin the title of reform pioneer, the reform pioneer medal, and the "new iron man" of Daqing, which prospers oil with science and technology and guarantees stable production.
On September 17, 2019, President Xi Jinping signed the presidential decree and awarded Wang Qimin the national honorary title of "people's Paragon".

Wang Qimin, President and professor level senior engineer of Daqing oilfield exploration and Development Research Institute, was born in Huzhou, Zhejiang Province in September 1937. Graduated from Beijing Institute of petroleum in August 1961, university culture. He joined the party in 1978. He used to be an intern and technician in the development room and dynamic room of geological Command Office of Songliao Petroleum Administration Bureau. After May 1964, he served as a technician in the dynamic room, comprehensive room and development room of Daqing Oilfield Development Research Institute of Daqing Petroleum Administration Bureau, a geologist and deputy director of the development room and Development Institute of Daqing Oilfield scientific research and Design Institute. He joined the Communist Party of China in June 1978. After February 1984, he served as deputy chief geologist and deputy chief engineer of Daqing Petroleum Management Exploration and Development Research Institute. In 1990, he was the director of the oil reservoir engineering society of Heilongjiang Petroleum Society. In March 1992, he served as vice president of exploration and Development Research Institute of Daqing Petroleum Administration Bureau. In August 1996, he served as president of exploration and Development Research Institute of Daqing Petroleum Administration Bureau. Alternate member of the 15th CPC Central Committee. He has successively presided over and participated in eight major development and experimental projects to achieve stable and high production in Daqing Oilfield, participated in and organized more than 40 scientific research projects and the research on the preparation of development plans for Daqing Oilfield in the seventh, eighth and ninth five year plan, and won the national science and technology Progress Award for many times. Wang Qimin's hard work has created huge economic benefits for Daqing Oilfield. The development and research results of "extra surface reservoir" alone are equivalent to adding a large oilfield with geological reserves of 740 million tons to Daqing, which is worth more than 200 billion yuan according to the recoverable reserves of 200 million tons.
On September 14, 2009, he was rated as one of the 100 people who have moved China since the founding of new China.

In 1964, the oilfield appeared a serious situation of "water injection for three years, water flooded half, recovery rate of 5%". Wang Qimin was ordered to carry out water injection development test in the west of the central area of the oilfield. Based on a lot of investigation and research, he challenged the international theory of "moderate water injection". With the support of oilfield leaders, they combined production with scientific research, changed "mild water injection" into the right direction according to the situation by combining the characteristics of multiple oil layers, large permeability difference between thick and thin layers and typical heterogeneous distribution in Daqing Oilfield. A number of high-yield wells with a daily output of more than 100 tons have been cultivated for the oilfield, thus a new way of water injection development of our own oilfield has been set up.
By the mid-1970s, the average water cut of oil wells in the central and western regions increased due to the serious disruption of the oil field culture. In order to control the increase of water cut and maintain the stable production of crude oil, Wang Qimin led the experimental group to the 9 square kilometers experimental area in the west of central region to carry out the experiment of "separate layer exploitation, replacement and stable production" for 10 years. Wang Qimin and his partners cooperated closely with the field workers, carried forward the iron man spirit, overcame many difficulties, collected and sorted out eight kinds of single well data, nearly 10000 data, and drew the first underground oil-water saturation map of the oilfield in high water cut stage, thus revealing the basic law of oilfield development in different water cut stages and the method of stable production, effectively guiding the oilfield development practice . By 1985, Daqing Oilfield not only successfully achieved stable production of 50 million tons for 10 years, but also reached the peak of 55 million tons per year, creating a miracle in the history of world oilfield development.
According to the prediction, at the end of the Eighth Five Year Plan period, the comprehensive water cut of Daqing Oilfield will exceed 85%, which will be an unacceptable reality for Daqing people. In 1984, Wang Qimin was appointed to undertake the task of compiling the second 10-year plan of stable production of 50 million tons for Daqing Oilfield from 1986 to 1995. This plan includes two five-year plans of Daqing Oilfield, the Seventh Five Year Plan and the eighth five year plan. The state requires that the annual output of 55 million tons should not be reduced. Where does the excess of 5 million tons come from? Wang Qimin carried forward the "Iron Man" spirit of "if there are conditions, if there are no conditions to create conditions, we should also go up" and asked for oil from the hard bone recognized at home and abroad, that is, the extra surface reservoir. Because of the particularity of the geological genetic conditions in Daqing Oilfield, there are many underground oil layers, great changes between layers, and the extra surface reservoirs below 0.5m are very developed. These "thin" and "fat" oil layers are considered as new resource treasures by Wang Qimin and his partners. As a result, we began to tackle difficult problems. After several failures, in early 1986, with the support of oilfield leaders, he and his partners made a detailed plan and set up a test group. Through the geological anatomy, analysis and research of more than 1500 wells, as well as the oil production test, production test and water injection development measures for 45 wells in four test areas, he combined theoretical research with repeated practice, and achieved great understanding, so as to provide reference for comprehensive development It provides a scientific basis for the study of the outer reservoir.
The successful exploitation of off surface reservoir not only liberates people's mind greatly. It has expanded the field of development and achieved a new breakthrough in the history of world oilfield development. According to the calculation, the geological reserves of the off balance sheet reservoirs in Daqing oilfield can reach 700 million tons. According to the current 30% recoverable reserves, it can add more than 200 billion yuan of wealth for the country.
In the 1990s, Daqing Oilfield has entered the stage of high water cut development. If we continue to use the method of "liquid extraction and oil stabilization" adopted in the world, the annual liquid production will increase by 162 million tons, and the economic benefits of production will be greatly reduced. Starting from the overall situation of "national economic development", the state requires the oil industry to "stabilize the East and develop the west", China National Petroleum Corporation requires "hard stability in the East", and Daqing oilfield needs "carbon in the snow". How to find a new way of development, which can not only increase the liquid yield by a large margin, but also maintain the stable production, and combine the stable oil production with the water control, Wang Qimin devoted himself to this. Taking "Iron Man" as an example, he carried forward the patriotic spirit of "striving for glory for the country and spirit for the people". By organizing scientific and technological personnel to study and concentrating the wisdom of the group, it is concluded that there is always imbalance in the process of water injection development of underground oil layers with different zones, different well patterns and different well points. According to this characteristic, a set of production technology in line with the actual situation of the oilfield has been explored by adopting such technical measures as transferring old wells to pumping, fracturing new wells, drilling tight wells, and water plugging, which is the "stable oil and water control" system engineering as an important strategic policy to ensure sustained high and stable production of the oilfield.
