Liu Shuqi graduated from Beijing Normal University in 1969. He is a research fellow of Institute of foreign economy of Shandong Academy of social sciences. He once served as deputy editor in chief of Dongyue Lun Cong magazine and deputy director of Institute of foreign economy. At present, he also serves as the director of the national Japanese economic society, the director of the Korean research center of the Chinese Academy of Social Sciences, the executive director of the Shandong foreign economic society, the Shandong economic society, and the Shandong Economic Management Society. For many years, he has been mainly engaged in the research of Japan and Asia Pacific economy, foreign economy and trade, etc. At present, Shandong Province has become one of the leaders in the academic research of Japanese economy, Sino Japanese and Shandong Japanese economic and trade relations.

In many years of scientific research, Liu Shuqi has always adhered to the combination of theory and practice, studied foreign economic theory, and successively studied the economic development of the United States, Japan, South Korea, Singapore and Hong Kong, which have close economic and trade relations with Shandong. The provincial key project "comparison of foreign trade system between Shandong and Japan, South Korea, Singapore and Germany" has passed provincial appraisal and reached the level of "domestic advanced and provincial leading".
