He is a native of Lishui Town, Nanhai city. He is the former director of agriculture and Fisheries Department of Hong Kong government, a member and chartered biologist of British biological society, a member of American Entomological Society, an honorary professor of the University of Hong Kong and the director of Kadoorie Agricultural Research Center of the University of Hong Kong. He worked in the Municipal Services Office of the Hong Kong Government in 1963 and transferred to the agriculture and Fisheries Department in 1967. He successively served as assistant agriculture officer, agriculture officer, senior agriculture officer, assistant director (Agriculture) and deputy director of agriculture and Fisheries Department. In 1986, he was promoted to the first Chinese director of agriculture and Fisheries Department. He was in charge of agriculture and fisheries development, wholesale food markets, country parks, marine parks, nature conservation, animal and plant related services At the same time, he is also the director of vegetable marketing and fish marketing, Hong Kong director of cites, and the registered officer of cooperatives and credit unions. Li Xiyu has served in the Hong Kong government for 34 years and retired in March 1997. During his tenure, he has represented the Hong Kong government on overseas business or participated in international conferences, and actively participated in various social services, such as the president of the Hong Kong Association of marine biology, the vice chairman of the biotechnology Committee, the Prime Minister of the Hong Kong Salvation Association, and the vice president of the China Wildlife Conservation Foundation.
