Li Ziqi

Li Ziqi (1923.09-january 11, 2014), born on September 29, 1923, is a native of shijiaota village, Shamao Town, Shenmu county, Shaanxi Province. He once served as secretary of Gansu Provincial CPC Committee, director of Gansu Provincial Advisory Committee, member of the 12th and 13th CPC Central Committee, and standing member of the 8th CPPCC National Committee.

Character experience

When Li Ziqi was 10 years old, red guerrillas came to the village. He began to receive revolutionary enlightenment education and became the head of the village children's League. In February 1936, 13-year-old Li Ziqi joined the red 28 army led by Liu Zhidan and joined the Communist Party of China in November of the same year. After February 1936, he successively served as secretary of Shenfu District Committee of Shenmu county, Shaanxi Province, head and director of organization section of County Youth Salvation Association, director of Anti Japanese Federation of Yanchi County, propaganda director and Deputy Secretary of Wuqi County Committee of CPC, Secretary of Anbian County Committee of CPC and political member of Anbian guerrilla brigade. Since the founding of the people's Republic of China, he has successively served as secretary of Ningxia provincial Party committee and President of Ningxia Normal University, deputy director of Ningxia education department and Secretary of CPC group.

In 1954, he studied in Moscow Institute of nonferrous metallurgy and mining. After graduation, he served as deputy manager and manager of Baiyin Nonferrous Metals Company, first deputy secretary of CPC Baiyin Nonferrous Metals Company Committee and Secretary of Baiyin Municipal Party committee. In 1964, Li Ziqi was regarded as a "capitalist authority" in the "social education" campaign. He was demoted to three levels and was assigned to a limestone branch plant to work as a loader and calciner for 15 years. After the Third Plenary Session of the 11th CPC Central Committee, Li Ziqi was vindicated. After 1979, he successively served as director of the Department of light industry of Gansu Province and Secretary of the Party group.

Since September 1982, he has successively served as deputy secretary and executive vice governor of the CPC Gansu Provincial Committee, the seventh Secretary of the CPC Gansu Provincial Committee, the first secretary and political member of the CPC Gansu Provincial Military Region Party committee, and the director of the CPC Gansu Provincial Advisory Committee. Member of the 12th and 13th Central Committee of the Communist Party of China; standing member of the 8th National Committee of the Chinese people's Political Consultative Conference.

During his eight years as secretary of the CPC Gansu Provincial Committee, cadres and the masses worked together to achieve good harvests in agriculture for eight consecutive years, township enterprises and urban collective economy developed by leaps and bounds, and 20 counties in the arid areas of central China basically achieved food and clothing. It has made important contributions to the soil and water conservation in Dingxi Area, the greening of the northern and southern mountains in Lanzhou, the second phase of Jingdian, the project of diverting the university into Qin Dynasty, the second venture of Baiyin company, the second phase project of Jinchuan company, and many other major events and facts. Longyuan in the earth and people's hearts left a deep impression.

Personal chronology

From the autumn of 1929 to 1935, he studied in the local primary school. In February 1936, he joined the Northern Shaanxi Red Army, joined the Communist Youth League of China in May, and soon became a full member of the Communist Party of China. He successively served as the commander of the young pioneers and Secretary of the Shenmu Second District Committee of the Communist Youth League. From 1937 to 1943, he successively served as secretary of Shenfu anti enemy support association, chief of organization section of Zichang youth Rescue Association, director of Yanchi youth Rescue Association, and director of trilateral youth Rescue Association. From 1944 to 1949, he successively served as Deputy Secretary of Wuqi county Party committee, leader of the guerrillas, Secretary of Anbian county Party committee and political commissar of the armed forces.

From September 1949 to autumn 1954, he successively served as secretary of Zhongning county Party committee of Ningxia Province, Secretary of Ningxia Youth Work Committee of CPC, Secretary of Ningxia provincial Party committee of Communist Youth League and President of Ningxia normal school, vice chairman of Ningxia Sports Committee, Secretary of Party group and deputy director of Ningxia provincial Department of education.

From the autumn of 1954 to April of 1963, he successively served as the first deputy secretary and deputy manager of the Party committee of Baiyin Nonferrous Metals Co., Ltd. (from September 1955 to the end of 1957, he studied metallurgy in Moscow Nonferrous Metals Institute of the Soviet Union), manager and Secretary of the Secretariat of Baiyin municipal Party committee.

From May 1963 to the end of 1978, he was wrongly treated and worked in the lime plant and farm of Baiyin company.

In March 1979, the "silver case" was completely vindicated, and he served as the director and Secretary of the Party group of Gansu Light Industry Bureau.

He was specially invited to attend the 12th National Congress of the CPC Central Committee in September 1982. In October, he served as Deputy Secretary of the CPC Gansu Provincial Committee and executive vice governor of the provincial people's government. From March 1983 to November 1990, he served as secretary of the CPC Gansu Provincial Committee, first Secretary of the CPC Gansu Military Region Party committee and political commissar.

From November 1990 to the end of 1993, he served as the director of Gansu Provincial Advisory Committee of CPC. In January 1993, he was elected to the Standing Committee of the eighth CPPCC National Committee. In March 1998, he was elected deputy to the Ninth National People's Congress.

He is a member of the 12th and 13th CPC Central Committee.
