Tian Fen, born in October 1952, Han nationality, from Qinyuan, Shanxi Province, holds a master's degree in economics,

He joined the party in November 1990 and began to work in April 1968. He was once an engineer of Shijiazhuang Mining Machinery Research Institute. He was transferred to the labor and personnel department of Hebei Province in June 1988. In July 1991, he served as deputy director of labor protection department of Labor Department of Hebei Province; in May 1995, he served as director of occupational safety and health supervision department of Labor Department of Hebei Province and director of labor protection monitoring and inspection center of Hebei Province; in September 1998, he served as member of Party group and deputy director of Labor Department of Hebei Province; in March 2000, he served as member of Party group and deputy director of labor and Social Security Department of Hebei Province; in March 2009, he served as director of Human Resources Department of Hebei Province Yuan he, deputy secretary of the Party group and deputy director of the Department of social security.
