Zhang Haiwen graduated from the law department of East China University of political science and law in 1984 with a Bachelor of law degree. In 1992 and 1995, he received a master of law degree and a doctor of law degree from the law department of Peking University.

He once served as a judge and judge of the first criminal division of Nanping intermediate people's court, Fujian Province, tutor of Jianyang branch of amateur Law University, and director of the policy and Regulation Office of the State Oceanic Administration. Currently, he is deputy director and researcher of Institute of marine development strategy of SOA, and Secretary General of China Society of the law of the sea. in November 2013, he served as secretary of the Committee of the Institute of marine development strategy of the State Oceanic Administration of the Communist Party of China and Secretary of the Discipline Inspection Committee.

The doctoral dissertation "the legal system applicable to the islands in the South China Sea" won "the third prize of Excellent Doctoral Dissertation of Peking University in 1998".
