Li Baokun was born in 1952 to a worker's family in Qingyun county. In 1998, as a special talent, he was appointed deputy head of Qingyun county and director of the science and Technology Commission and the Aging Committee. Since 2003, he has served as vice chairman of the county CPPCC and deputy director of the Standing Committee of the county people's Congress, and retired in 2012.

In 2007, Li Baokun began to create a long fairy story, the ancient jujube trees of the monkey king and Qingyun, which was published regularly in Qingyun daily.

In 2009, "the ancient jujube trees of the monkey king and Qingyun" with a total of 70 episodes and 300000 words has been officially published.

In January 2020, a calligraphy exhibition of fit character Xiaozhuan was held in teacher Yang Lianyin's family extracurricular tutoring station, displaying 24 copies of his calligraphy works.
