Wu Zhiguo, male, Han nationality, was born in November 1953 in Lishi, Shanxi Province. He graduated from an ordinary class of University. He began to work in September 1971 and joined the Communist Party of China in November 1976. He once served as Deputy Secretary of Luliang municipal Party committee of Shanxi Province.

In October 2020, Wu Zhiguo was expelled from the party.
