Character contribution
Liu Guoguang made an in-depth and systematic study of China's economic reform and development and macroeconomic management, and put forward a series of incisive and profound theoretical views and policy suggestions. In 1979, he proposed that China's economic reform should adopt the mode of combining planning with market. In 1984, he advocated the reform strategy of "two-way coordination and progress in stability" based on "enterprise ownership reform and market price reform". In 1985, he pointed out that the profound changes in China's economic life can be attributed to the transformation of two modes (development mode and system mode), and extended the proposition of "two fundamental transformations", that is, the transformation of the economic system from the traditional planned economic system to the socialist market economic system, and the transformation of the mode of economic growth from extensive to intensive. At the 14th National Congress of the Communist Party of China in 1992, he was an active supporter of the establishment of the socialist market economic system. From 1997 to 2002, he deeply summarized the experience of "soft landing" and inflation control, and analyzed the mechanism and control ideas of deflation.
Professor Liu Guoguang is one of the most famous and influential economists in contemporary China. It has made great contributions to promoting the reform of China's economic system, establishing and developing the theory of China's socialist market economy. As early as 1979, Hu Yaobang, the general secretary of the CPC Central Committee at that time, designated him as a "model article" and circulated it in the party for study. Later, in his article "the relationship between planning and market in socialist economy" published in economic research, he put forward that the reform of socialist economic system must fundamentally change the economic model, thoroughly criticize the disadvantages of the old system, and carry out the reform of socialist economic system Stalin's totalitarian economics effectively ruled out; the new socialist economic operation must take the road of combining planning and market, planning should be a guiding plan, mainly regulating the macro level, and the market mainly regulating the micro level, etc.; these views made a forward-looking contribution to the model of "the state regulating the market and the market guiding the enterprise" established by the later Chinese theorists.
In September 1982, in the article "adhere to the specific direction of economic system reform" published in the people's daily, he took the lead in proposing that with the deepening of reform, "buyer's market" will gradually form, prices tend to be rationalized, and the scope of mandatory plans should be gradually narrowed and the scope of guiding plans expanded ". This view was criticized by conservative views at that time However, the practice of reform later proved its correctness. After 1984, China's economic development appeared "overheating" phenomenon and policy inflation momentum. He and some economists keenly perceived that this would hinder the healthy development of economic construction and reform, and put forward the theory and policy proposition of "creating a relatively loose environment for reform". In 1987, during the discussion on the medium-term reform ideas from 1988 to 1995 in China's theoretical and macro decision-making circles, some comrades advocated that reform and development should be promoted rapidly, and that "moderate inflation" should be used to support high economic growth. Under his leadership and advocacy, the research group of the Chinese Academy of Social Sciences, led by him, put forward the idea of rectifying economic order, controlling inflation, and making choices The well-known reform idea of "seeking progress while maintaining stability" of deepening reform by choosing the right place: the correctness of this idea has been confirmed from both positive and negative aspects by the rush buying trend from July to August 1988 and the "governance, consolidation and reform strategy" implemented after September 1988.
After China's economic reform and development entered a new stage, in view of the new problems and contradictions in the economic system and economic growth, Liu Guoguang took the lead in proposing that China's economy must realize two fundamental changes in order to achieve sustained, rapid and healthy development of the national economy, namely, the transformation of the economic system from the traditional planned economic system to the socialist market economic system and the transformation of the mode of economic growth from the rough economic system "The choice of economic system and the choice and renewal of economic growth mode should always be the important content of economic work and decision-making.". Liu Guoguang has made important theoretical achievements in almost every aspect of reform, such as the reform of state-owned enterprises, the construction of modern enterprise system, the national macro-control, and the reform of financial system. Because his theory correctly reflects and reflects the reality of China's economic system reform and economic development, it is not only widely respected by the economic circles, but also becomes one of the important theoretical bases that directly affect the government's economic reform and economic development decisions. He is rigorous and realistic in his studies, emphasizing that economic research should be combined with the specific practice of China and the contemporary market economy. His belief and goal is to explore truth, pursue truth and persist in truth for the purpose of enriching the country and strengthening the people. Although he has made great achievements in the academic circles, he is still pursuing the true meaning of economic science, making full use of his busy business hours and frequent lectures to study and judge the economic situation, analyze the problems in economic reform and development, and unremittingly contribute his profound wisdom to promoting China's economic reform and development.
