In August 1945, he went to Beiping to do underground work.

During the "Cultural Revolution", Zhao fan was detained for 10 years. Comrade Zhao fan died of illness in Beijing on April 14, 2010. He was 94 years old.

"Father of educated youth"

In December 1978, Zhao fan, then Vice Minister of the Ministry of agriculture and forestry and director of the General Administration of land reclamation, was sent to Yunnan by the central government to investigate the problem of educated youth in state farms. At that time, his other identity was deputy director of the office of the leading group for the work of educated youth under the State Council.

In 1978, Yunnan was in a state of agitation, demanding that the educated youth returning to the city block the train and go to Kunming to petition. On the third day Zhao fan and Yunnan provincial leaders arrived in Kunming, a petition group of educated youth also arrived in Beijing.

The State Council investigation team led by Zhao fan arrived in Kunming on December 25, 1978 and returned to Beijing on January 28, 1979. During this period, in the name of the office of the educated youth of the State Council, they submitted to the State Council the request for instructions on handling petitions and disturbances of some local educated youth, and put forward six suggestions on solving the problem of the educated youth.

In addition to raising farm wages and other contents, the report recommends: referring to the previous regulations on handling sick and poor retirement, the government should handle the business transfer to return to the city; after the retirement of urban workers, their children who are educated youth on the farm can return to the city to replace them; when recruiting workers in the city, it is allowed to transfer the educated youth to the countryside on the farm; and the youth who come to the farm in the suburbs of Shanghai can be allowed to return to their original community.

The State Council approved the report soon, and the door for the educated youth to return to the city was officially opened.

In 1980, the Secretariat of the CPC Central Committee decided that starting from the summer vacation of this year, fresh graduates would no longer go to the mountains and the countryside, and the movement ended.

As a senior cadre, Zhao fan was appointed in the face of danger, not only for books, but also for reality, which promoted the adjustment of a major policy and changed the fate of millions of people.

In 2003, Zhao fan was invited to Chengdu by Sichuan educated youth. The educated youth later sent him a thick picture album full of photos of them getting along in Chengdu. The first one is "father of educated youth of Construction Corps".
