Zhang Hai was born in September 1941 in Yanshi City, Henan Province. He is now the honorary chairman of the Chinese Calligrapher Association, deputy director of the calligraphy and painting Office of the CPPCC National Committee, honorary chairman of Henan Federation of literary and art circles, Dean and doctoral supervisor of the school of calligraphy of Zhengzhou University, and an expert with outstanding contributions approved by the State Council. He once served as deputy to the eighth, ninth and Tenth National People's Congress, member of the 11th and 12th Standing Committee of the CPPCC National Committee, chairman of the fifth and sixth presidium of China Calligraphers Association, chairman of Henan Federation of literary and art circles, chairman of Henan Calligraphers Association, Dean of Fine Arts College of Zhengzhou University, director of Henan Academy of calligraphy and painting, etc. His calligraphy works won the first prize of Henan calligraphy exhibition in 1980, the first "Longmen Award" Gold Award, and the "fifth national calligraphy and seal cutting Exhibition" National Award in 1992. In 2018, he was awarded the honorary title of "lifelong achievement calligrapher of China Federation of literary and art circles". In 1984, he visited Japan for the first time with a calligrapher delegation from Henan Province.
In 1986, a delegation of Henan provincial government headed by he Zhukang, governor of Henan Province, went to Japan to take part in a series of activities of establishing friendly provinces and counties between Henan Province and Sanchong county.
In 1989, he led a mounting delegation from Henan Province to visit Japan.
