Li Wenliang

Li Wenliang (October 1985 - February 7, 2020), male, Manchu, native place: Beizhen City, Jinzhou City, Liaoning Province, graduated from Wuhan University, majoring in clinical medicine, and is a member of the Communist Party of China. He was an ophthalmologist in Wuhan Central Hospital.

In March 6, 2020, novel coronavirus pneumonia was awarded to the national health and Health Committee, the Ministry of human resources and social security and the State Administration of traditional Chinese medicine, Li Wenliang. On February 7, 2020, the state regulatory commission set up an investigation team to conduct an investigation according to law on the situation related to Dr. Li Wenliang reported by the masses. The investigation is reported as follows.

1、 Basic information of Doctor Li Wenliang and the background and process of forwarding and publishing wechat information

Li Wenliang, male and Manchu, born in October 1985, a member of the Communist Party of Jinzhou in Liaoning, died in February 7, 2020 after suffering from pneumonia caused by New Coronavirus infection. He was an ophthalmologist at the Central Hospital of Wuhan.

In December 2019, some patients with unexplained pneumonia were admitted to Hubei integrated traditional Chinese and Western medicine hospital, Wuhan Central Hospital Houhu District, Wuhan Red Cross Hospital, etc. On December 27, Zhang Jixian, director of respiratory and critical care medicine department of Hubei integrated traditional Chinese and Western medicine hospital, reported 3 cases of unexplained pneumonia to the hospital, which reported the situation to Wuhan Jianghan District CDC. On the same day, Wuhan CDC arranged an epidemiological investigation and test for the three patients. On December 29, the hospital of integrated traditional Chinese and Western medicine of Hubei Province reported 4 cases of unexplained pneumonia from South China seafood market. Wuhan Municipal Health Commission organized a team of experts to investigate and referred the patients to Wuhan Jinyintan hospital that night. Considering that similar cases were found in many hospitals in the city, Wuhan Municipal Health Commission issued the Department documents "emergency notice on reporting the treatment of unexplained pneumonia" and "emergency notice on doing a good job in the treatment of unexplained pneumonia" in the system at 15:10 and 18:50 on December 30, respectively, requiring that the treatment of unexplained pneumonia should be done well and the relevant activities of South China seafood market should be carried out in an all-round way Pneumonia case search and retrospective investigation. At 18:42, the group released "the latest news is that the coronavirus infection has been confirmed, and the virus typing is in progress", "we should not spread it to the outside world, let our families and relatives pay attention to prevention". At the same time, similar information also appears in other wechat groups. Two department documents of Wuhan Municipal Health Commission uploaded to the Internet, and the information forwarded and released by Dr. Li Wenliang and others, caused attention and discussion.

2、 Interview, admonition and hospital interview with Dr. Li Wenliang

At 13:38 on December 31, 2019, Wuhan Municipal Health Commission issued the "Circular on the current situation of pneumonia in our city", saying that "27 cases have been found", "the above cases are viral pneumonia", and that "so far, no obvious human to human phenomenon has been found in the investigation, and no infection has been found among medical staff". A number of media reported on this. According to the work arrangement for the prevention and control of unexplained pneumonia in Wuhan, the public security organs of Wuhan investigated and handled the information of SARS and other infectious diseases on the Internet in accordance with the laws and regulations on the prevention and control of infectious diseases and public security management, as well as the Information Circular of the Municipal Health Commission. Previously, after the information sent by Dr. Li Wenliang in the wechat group was widely forwarded on the Internet, relevant leaders of Wuhan Central Hospital had a conversation with Dr. Li Wenliang on the morning of December 31, 2019. In the conversation, Dr. Li Wenliang said that he forwarded the unverified information about SARS to the students' group to remind them to take precautions. The hospital asked Dr. Li Wenliang to write an understanding material. Until Li Wenliang was ill and hospitalized, he had been working as an ophthalmologist in the hospital.

3、 Incidence, treatment and rescue of Doctor Li Wenliang

On January 10, 2020, Dr. Li Wenliang developed fever. He was admitted to the eye ward of Wuhan Central Hospital on January 12, transferred to the third ward of respiratory and critical care medicine department on January 14, transferred to the intensive care unit of respiratory and critical care medicine department on January 23, and died on February 7.

On December 9, 2019, Dr. Li Wenliang was transferred from ophthalmic clinic to ophthalmic ward. On January 6, 2020, Dr. Li Wenliang treated an 82 year old eye patient.
