In 1931, he was admitted to Northeast University. After the September 18th Incident, the student army who participated in the Northeast student organization was selected as the leader of the student army.

He committed suicide in December 1959.

During the Anti Japanese War, the leader of Shanxi Chahar Hebei division, under commander Yang Chengwu, was nominally deputy commander Gao Peng. No wonder deputy commander Gao. Deputy commander Gao's seniority is very low, which means that he has been in the revolution, the party and the Eighth Route Army for a short time. He was one of the models of intellectuals set up by the leaders of Shanxi Chahar Hebei military region while accepting the former Zhao Dong army. Others, such as Wang Yuanyin, Wang Zhili, Wang Jianzhong and Shi Jinqian, were outstanding representatives of intellectuals in the former Zhao Dong army, who took the initiative to approach the Communist Party of the Eighth Route Army. During the Anti Japanese War, the intellectuals were mainly young and middle-aged students. At that time, because of the small number, they were really expensive. There is one thing in the army's rules, no matter the Communist Party or the Kuomintang, that is, they all pay attention to "qualifications". It is necessary to rank according to seniority. Gao Peng is nominally deputy commander, under one person and above all others, but those veteran red army cadres "don't piss him.". It is obvious that there are at least three red army cadres. Among these three people, Huang Shoufa, chief of staff of the first division, and Dong Yongqing, Minister of Supply Department of the first division. The last one is Zhang Jie, Minister of Health Department of the first division.
Huang Shoufa, needless to say, the chief of staff of the first division, the first assistant of commander Yang Chengwu, and the three most important sections of this division headquarters: the confidential section, the combat section, and the reconnaissance and intelligence section, including the radio station, are all under the command of commander Yang himself. Only chief of staff Huang can intervene, and other leading cadres, including the senior deputy commander, are not allowed to reach over. Dong Yongqing, director of the supply department of the first division, was Yang Chengwu's old director of supply in the independent regiment of the Red Army. How could he let a senior deputy commander with the nickname of "big young master" step in and take charge of him. Whenever Dong Yongqing has something to do, no matter how big or small, he must report it to commander Yang himself and solve it. He never pays attention to this senior deputy commander. Zhang Jie, Minister of health of the first division, was the most obvious one to resist the leadership of vice commander Gao. Zhang Jie, an old red army cadre, was the leader of the health department in the 115th division, and later became the newly established Minister of the Ministry of health in the first division. Others just don't think much of the high deputy commander, but Zhang Jie keeps picking faults for him. In the middle of 1942, this fault finding activity finally reached a climax. At the rectification meeting held by the leaders of a regional headquarters, Zhang Jie fired at the deputy commander in chief, counting the shortcomings of the deputy commander in chief one by one. The final conclusion was that Gao Peng could not take the important task of the deputy commander in chief, so he should give way to the good.
This will bring commander Yang into the army. When Wang Yuanyin and Gao Peng were promoted to the leading posts at the district level, commander Yang did a lot of work and patiently persuaded these red army cadres with qualifications to respect and obey the leadership of these intellectual cadres. We must never present ourselves as an old revolutionary in front of them. This situation of face-to-face open conflict is the last thing commander Yang wants to see. Fortunately, the public still listened to him. He repeatedly explained to these old red army cadres why he wanted to keep the deputy commander of the intellectuals in order to influence and mobilize more intellectuals to embark on the revolutionary road.
In fact, Gao Peng has been in the first division headquarters for a long time, and even he can see that in the first division organs, not to mention the cadres at the upper and middle levels, there are not a few veteran Red Army soldiers who have gone through the long march. Most of the divisional guard companies, administrative platoons, and the full-time guard class of the headquarters around Yang Chengwu were soldiers of the Red Army before the 115th division. Some of them had experienced the Long March, some of them were red army in Northern Shaanxi, and some of them were red army recruits during the eastern expedition to Shanxi after the red army arrived in Northern Shaanxi. Among these veteran Red Army soldiers, which one can be moved by Gao Peng. I don't listen to him at all. This can be seen from the inspection work of the supply department and the Ministry of health from Gaopeng to Ganhejing and Qiyu.
In the early days of the Anti Japanese War, according to the unified regulations of the headquarters of the Eighth Route Army, all cadres above the Eighth Route Army camp could enjoy the treatment of zhongzao. The way our eighth route military guerrillas used to deal with the enemy, the enemy will also move to deal with us. Single army cadres, local cadres and correspondents in our base areas will disappear and be assassinated by enemy agents if they do not do well. Therefore, when Li Qingchuan and Yang Hao go to the army to inspect their work, although they usually boast of being "skilled and courageous", they don't pay attention to a few dog spies. But that is to say, as long as the next troops go far away, they either go with the troops or take a few soldiers with them.
A leading cadre at the level of Gao Peng, not to mention a division. He can't live in the headquarters all day, and he's not good-looking in the eyes of other cadres. Every time he went to Ganhejing and Qiyu to inspect his work, the guard company had to equip at least one class of soldiers to accompany him. However, the problem does not lie in the soldiers of the same trade, but in the fact that it is difficult for him to mobilize the cadres of the headquarters. A deputy commander with only soldiers and no cadres is a bare commander. Therefore, no matter how difficult it is, he should bring a cadre with him.
