Liu Ziwei, male, Han nationality, was born in July 1957 in Shexian County, Hebei Province. He joined the party in April 1976 and began to work in July 1974. He graduated from Zhangzhou Teachers College majoring in Chinese.

He used to be an inspector of Water Resources Department of Fujian Province.
