The Agricultural Development Bank of China, a central financial enterprise, is the only agricultural policy bank in China directly under the leadership of the State Council. In order to improve China's rural financial service system, better implement the national industrial policy and regional development policy, and promote the further development of agriculture and rural economy. As early as in the preparatory stage, the investment department of the Agricultural Development Bank of China has put forward a comprehensive development strategy of "investment, loan, rent, debt, term, insurance and guarantee". The goal is to build a coordinated development mode of "direct investment, syndicated loan, financial leasing, asset securitization, agricultural futures, agricultural insurance and financing guarantee".
On April 19, 1994, the State Council of the people's Republic of China issued the "notice on the establishment of the Agricultural Development Bank of China" and approved the articles of association and establishment plan of the bank.
On June 30, 1994, the Agricultural Development Bank of China officially accepted the agricultural policy credit business transferred by the Agricultural Bank of China and the industrial and Commercial Bank of China, with a total of 259.2 billion yuan of loans.
At the end of April 1995, the Agricultural Development Bank of China completed the establishment of provincial branches.
From August 1996 to the end of March 1997, in accordance with the decision of the State Council on the reform of rural financial system, branches below the provincial level were set up, forming a relatively sound institutional system.
In March 1998, the State Council decided to transfer the loan business undertaken by the Agricultural Development Bank of China, such as rural poverty alleviation, comprehensive agricultural development and subsidiary business of grain and cotton enterprises, to the relevant state-owned commercial banks. Since 2004, the business scope of Agricultural Development Bank of China has gradually expanded. In September 2004, the CBRC approved the Agricultural Development Bank of China to set up loan business for leading enterprises and processing enterprises of grain, cotton and oil industrialization.
In July 2006, the CBRC approved the Agricultural Development Bank of China to expand the scope of loan business for leading enterprises in industrialization and start agricultural science and technology loan business.
In January 2007, the CBRC approved the Agricultural Development Bank of China to provide loans for rural infrastructure construction, comprehensive agricultural development and agricultural means of production.
In 2010, the Agricultural Development Bank of China has formed a "one body two wings" business development pattern with grain, cotton and oil purchase credit as the main body, agricultural industrialization credit as one wing, and medium and long-term agricultural and rural credit as the other wing.
In early 2011, from the strategic perspective of exploring diversified operation and realizing long-term sustainable development, the Agricultural Development Bank decided to carry out investment business, set up the preparatory group of the Ministry of investment, and positioned the investment business as agricultural policy investment business.
In 2012, the investment department of the Agricultural Development Bank of China was formally established, which intends to enter the fields of direct investment and asset securitization. On September 24, 2014, the 63rd executive meeting of the State Council today deliberated and approved the overall plan for the reform and implementation of the Agricultural Development Bank of China. From 2004 to 2014, the Agricultural Development Bank of China put in a total of 3.7 trillion yuan of grain, cotton and oil purchase and storage loans. The amount of grain purchased each year accounts for about 60% of the commodity volume of that year, and cotton accounts for more than 50% of the output.
