Fujian Rural Credit Cooperatives Union opened on July 29, 2005. It is a provincial-level financial institution with the qualification of independent enterprise legal person, which is jointly composed of various rural credit cooperatives and rural commercial banks in Fujian Province. It is the specialized agency of the provincial government in the management of rural credit cooperatives, and undertakes the management of rural credit cooperatives, rural cooperative banks and rural commercial banks in the whole province Guidance, coordination and service functions.

The province's rural credit cooperatives, rural cooperative banks and rural commercial banks have more than 1800 business outlets, and financial services are fully covered in the province. By the end of May 2010, the deposits and loans of rural credit cooperatives were 148.9 billion yuan and 104.7 billion yuan respectively. Adhering to the core values of "credit-oriented, win-win cooperation", rural credit cooperatives always adhere to the tenet of "based on the community, serving agriculture, rural areas, urban-rural interaction, enriching the people and strengthening the society". Hard work in 1950s

1951-1958 is the initial stage of rural credit cooperatives in our province. In August 1951, Fujian Branch of the people's Bank of China set up the first rural credit cooperative in Xindian township of Fuzhou suburb. Since then, the credit cooperative organization has been established rapidly in the vast rural areas of the province. In 1956, the rural credit cooperation has been realized in the whole province. The farmers joining the cooperative account for 92% of the total number of farmers in the whole province. The rural credit cooperative has soon become an important force for farmers to get rid of poverty and develop production. During this period, rural credit cooperatives were led by the people's Bank of China.

1960s and 1970s: ups and downs

The 20 years after 1959 is a tortuous period of development of rural credit cooperatives in Fujian Province. Due to the influence of the extreme left line, it was successively delegated to the people's commune, the production brigade, and the poor and lower middle peasants for management, and basically became the financial department of the grass-roots commune team. The system has changed, but the basic connotation of taking root in the countryside and serving the peasants still remains. At the end of 1977, rural credit cooperatives were listed as the basic financial institutions of the state bank in rural areas.

1980s: reform and exploration

From 1980 to 1996, the rural credit cooperatives were managed by the Agricultural Bank of China, and the county-level cooperatives were set up. Some reforms were carried out in the aspects of democratic management, business operation and organization construction, which promoted the business development and internal management of the rural credit cooperatives. At the same time, the rural credit cooperatives became "quasi state-owned banks" and embarked on the road of "official run".

1990s: vigorous development

In August 1996, the State Council issued the "decision on the reform of rural financial system". At the end of that year, the rural credit cooperatives of our province officially separated from the Agricultural Bank of China. Fujian Province has set up the leading group office of rural financial system reform to undertake the reform and management of rural credit cooperatives in Fujian Province. Subsequently, the industry management function of rural credit cooperatives in the whole province was transferred to the people's Bank of China, and credit cooperation management offices were established within the people's Bank of China at the provincial and municipal levels. Local people's banks have strengthened the supervision and management of rural credit cooperatives, standardized them according to the principle of cooperative system, and further clarified the purpose of rural credit cooperatives to serve "agriculture, rural areas and farmers". In November 1999, Fujian Province, as a pilot province of implementing self-discipline management in rural credit cooperatives, established a Provincial Credit Cooperation Association to perform the functions of management, guidance, coordination and service. In the five years since its establishment, the Provincial Credit Cooperation Association has done a lot of work in guiding and promoting rural credit cooperatives to correct the direction, strengthen support for agriculture, prevent chemical risks, turn losses into profits, transform mechanism, strengthen management, improve quality, improve service and speed up the pace of electronic construction, which has promoted the development of rural credit cooperatives in the province in the reform.

Deepening reform in the new century

In August 2004, the State Council approved our province to participate in the second batch of pilot projects to deepen the reform of rural credit cooperatives, and a new round of reform was launched in an all-round way. On July 29, 2005, Fujian Rural Credit Cooperatives Union was formally established, which is a major measure of the management system reform of rural credit cooperatives, marking that the reform and development of rural credit cooperatives in Fujian Province has entered a new stage.
