Niaohe Township, belonging to Bin County, Harbin City, Heilongjiang Province, is located in the north of Bin County, adjacent to Minhe Township in the East, Binzhou town and Juren town in the south, Juren town and Manjing town in the west, and Fujiang township of Bayan County across Songhua River in the north. In 2018, the area was 176.03 square kilometers, and the registered residence was 32046.

In September 1958, the two townships were merged into Niaohe commune. In March 1984, the commune was transformed into a township.

In 2018, there were 4 industrial enterprises and 16 comprehensive stores or supermarkets with a business area of more than 50 square meters in Niaohe township.

In the 24th year of the Republic of China (July 1935), niaohebao was set up.

In October 1943, it was changed to Niaohe village.

In the 35th year of the Republic of China (January 1946), it was changed to Niaohe district.

In March 1948, it was incorporated into Wanfa district.

In June 1949, it was renamed the Fourth District, and in October 1949, it was renamed the Fifth District.

In June 1955, it was renamed Wanfa district.

In March 1956, it was divided into two townships, Wanfa and Niaohe.

In September 1958, the two townships were merged into Niaohe commune.

In March 1984, the commune was transformed into a township.

By the end of 2011, Niaohe Township had nine villagers' committees, including Fanqing, Jiutai, Guangfeng, Ping'an, Wanfa, Leling, Dachuan, Yongnian and Tongle, and 121 villagers' groups.

In October 2019, nine administrative villages will be under the jurisdiction of Niaohe township.
