Baicheng Ecological New District

Baicheng ecological new area is a county-level quasi Administrative Development Zone under the jurisdiction of Baicheng City, Jilin Province. It is located in the south of Baicheng City, reaching Changbai road in the East, taobai first class road in the west, ring expressway in the South and pingqi railway in the north.

（1） Background of New District Planning

Baicheng municipal Party committee and municipal government, in accordance with the strategic plan of speeding up the development of Western Jilin characteristic economic zone proposed by Jilin provincial Party committee and provincial government, from the height of economic regional integration and scientific development, take urbanization as the carrier, industrialization as the leader, and agricultural modernization as the link, speed up the investment pull, project drive, and innovation drive, so as to realize Baicheng's role in "building the city by environment, prospering the city by industry, and starting a business" For this reason, after several rounds of scientific demonstration and planning, it is proposed to "rely on the old city, expand the new city, realize the integration of new city and old city; shape the characteristics of grassland and wetland, gather new energy configuration, realize the integration of ecology and science and technology; create livable, educational, entrepreneurial, rich environment, realize the integration of culture and economy; introduce military theme, expand national defense theme" To achieve the integration of military and civil construction; highlight the function of the central city, lead the surrounding towns, and form the integration of urban and rural economic development.

（2） Planning scope of New Area

The planning area of the ecological new area is 26.6 square kilometers, which is divided into three areas according to the functional layout.

1. The core area is 9.6 square kilometers, and the main construction projects include: Citizen Service Center, five-star hotel, planning hall, youth activity center and nature hall. Urban complex, education, culture and health facilities, civil servant community, industrial park supporting community, garden, greening, water system, landscape lake, road, three highway and railway overpasses, Tuwu highway landscape bridge, etc. The planned construction period is 2012-2015.

2. The supporting area is 7 square kilometers. The main construction projects include: professional wholesale market, warehousing and logistics center, northeast mechanical product dismantling and remanufacturing base, boutique residential community, and supporting service area for commerce and logistics industry. The planned construction period is from 2014 to 2017.

3. The expansion zone covers an area of 10 square kilometers. The main construction projects include: National Defense Military Culture Industrial Park, high-end business villa, high-tech R & D concentration area, wetland landscape park, etc. The planned construction period is 2016-2020.

2、 Current work progress

（1） Land and housing expropriation

Expropriation and demolition is the key to promote the construction of new area, which directly affects the progress and cost of new area construction. Following the principle of "implementing policies according to local conditions, being stable and orderly", we have taken a variety of effective measures to ensure the smooth progress of the work. First, land expropriation. Monetary compensation, collective land replacement and state-owned land recovery are adopted. 581 hectares of land in the core area have been expropriated. Second, enterprises and institutions levy. Taking the way of construction in different places in the industrial park greatly reduces the collection cost. Third, housing levy. We have adopted a variety of effective methods such as issuing announcements, persuading and mobilizing, rewarding relocation, cracking down on illegal activities, etc. At present, 1464 households have signed housing agreements, accounting for 88% of the total. At the same time, 52 illegal buildings were forcibly demolished.

（2） Construction of Baicheng Ecological New Area

The total investment in infrastructure projects, necessary public welfare single buildings and relocation projects in the new area is 3.56 billion yuan. In order to ensure the quality of the project construction, the new area has strict requirements in the following aspects: first, select the construction team with the ability to advance funds and excellent performance; second, the technical team of the supervision team is excellent; third, dispatch excellent quality inspection personnel to check the quality of the project; fourth, Party A supervises the project level by level to ensure the quality of the project. Project construction in 2013

1. Road Engineering

In 2013, 10 new roads and pipe network projects will be built, including Donghai Road, Changqing South Street, Nanjiu street, Lijiang Road, Zongxi Road, hengwu Road, hengba Road, heng13 Road, heng14 road and zongba road. There are 4 bridges within the road area, with a total investment of 471.85 million yuan. At present, there are 20.61 kilometers left in the 10 road network, 868000 square meters of cement stabilized gravel layer and 134000 square meters left, 848000 square meters of asphalt surface layer and 278000 square meters left, which are planned to be completed by August 30, 2014.

2. Traffic bridge project of Heming Lake

The construction of Heming Lake traffic bridge is undertaken by the Transportation Bureau. The bridge is 120 meters long and has been completed with an investment of 20 million yuan.

3. Citizen Service Center (library, Mass Art Museum)

The total construction area of the public service center is 40726m2, with a planned total investment of 147920000 yuan. At present, the main body has been closed and is planned to be completed on August 30, 2014.

4. Centralized relocation project of shanty towns in Ecological New Area

The centralized relocation project of shantytowns in the ecological new area is planned to build 53 relocation buildings with a total construction area of 370000 m2 and a total investment of 779.22 million yuan. The construction started on July 19, 2013 and is planned to be completed on October 30, 2014.

5. Relocation building of four animal husbandry institutions

The total construction area of the project is 6213m2, with a total investment of 16.06 million yuan. The main body of the project has been closed, and it is planned to be completed on August 30, 2014.

6. Greening project

The greening projects started now include Changqing South Street, Donghai Road, Zongshi No. 11 road and the surrounding greening projects of Heming Lake area. Up to now, the greening length of Changqing South Street, Donghai Road and Zongshi No. 11 road is 1580 meters, the greening area is 94800 m2, and 38 kinds of seedlings and more than 7050 plants have been planted. The greening project is planned to start and the greening of big trees will be completed on May 10.

7. Heming Lake project

The project of Heming lake mainly includes anti-seepage works, earth works of island in the center of the lake, earth works of revetment and river course. At present, the earth excavation of the lake area has been basically completed, and now the earth filling of island in the center of the lake, earth excavation of revetment foundation and shaping work are in progress.

Project construction arrangement in 2014

In 2014, in addition to the above-mentioned projects, seven major 22 subprojects are planned to start, with three node construction periods. Four roads and tree greening projects of Heming lake will be completed before May 10; water storage, landscape and lighting projects of Heming lake will be completed before August 30, and 10 road network projects will be fully completed in 2013; four new road network projects will be completed before September 30, and the construction of new road network will be completed Xingfu street and Lijiang road to level crossing road project, Lijiang overpass project, strive to complete the main project of Changqing overpass, Country Garden real estate project opened.

（3） Implementation of Baicheng Ecological New Area Planning

Through several rounds of demonstration and selection, Bangcheng planning and Design Institute of Singapore is selected to undertake the detailed planning design of the ecological new area and the detailed planning design of the 2.3 square kilometer starting area. After half a year, the design work was completed with high starting point and high standard in July 2012, which has been approved by Baicheng Municipal People's government and the Standing Committee of Baicheng Municipal People's Congress. Key projects such as citizen service center, shantytown transformation centralized relocation area and road infrastructure in the ecological new area are designed by China Urban Architecture Design Institute and other domestic well-known planning and design units. At present, the road infrastructure project, pipe network supporting project, Heming lake water system project, shantytown relocation area project, citizen service center project and other key projects in the ecological new area have been started and implemented in strict accordance with the requirements of the regulatory detailed planning of Baicheng ecological new area. Urban construction has a long way to go. Only under the guidance of scientific and reasonable planning, can it be promoted step by step. （4） Investment promotion of Baicheng Ecological New Area

Introduce large enterprises and groups to participate in the construction of the new area. At present, the work of attracting investment has made obvious breakthroughs and progress. First, the country garden urban comprehensive development project has signed a framework agreement. The country garden group will develop and construct in the core area of the ecological new area, with a total area of about 3.5 square kilometers and a total investment of 22 billion yuan. The construction contents include low rise and low-density residence, urban complex, school, commercial complex and five-star hotel. At present, the special investigation of Country Garden Group has been completed, and the relevant planning has begun. It is precisely because of the entry of country garden group that the new area can quickly scale up, develop its image, and gather its business spirit and popularity. Second, Shenzhen Huaqiang military culture industrial park.
