In the Qing Dynasty, heishanke Township belonged to panlingpai; in 1983, it was changed to heishanke township; in June 1989, it was assigned to Jianchang County of Jinxi City (now Huludao City). As of June 2020, heishanke township has jurisdiction over 9 administrative villages, and the Township People's government is stationed in heishanke village.

History of construction
In the Qing Dynasty, heishanke Township belonged to panlingpai.
During the period of the Republic of China, it belonged to the bailing brand.
In 1931, it belonged to Lingnan County, Rehe province.
After 1949, it belongs to Jianchang County, Rehe province.
In 1955, it was transferred to Liaoning Province, belonging to Jianchang County of Jinzhou Commissioner's office.
In 1958, heishanke commune was established and put under the jurisdiction of Jianchang County, Chaoyang administrative office.
In 1983, heishanke township was changed.
In June 1989, it was assigned to Jianchang County of Jinxi City (now Huludao City).
