Minning town

Minning town is a township level administrative unit under the jurisdiction of Yongning County, Yinchuan City, Ningxia Hui Autonomous Region of the people's Republic of China.

Town history

In October 1990, more than 1000 families from Xiji and Haiyuan counties in the southern mountainous area of Ningxia moved to Yongning County in the suburb of Yinchuan City, the capital of Ningxia, and established Yuquanying and Yuhai economic development zones. They were the forerunners of minning and the first generation immigrants of minning town.

In 1997, in a place called Yuquanying in the west of Yongning County, Ningxia Hui Autonomous Region, there were vast Gobi and continuous sand dunes. On the day of April, Xi Jinping, deputy secretary of the Fujian provincial Party committee and leader of the Ningxia provincial leading group, went to Ningxia for inspection. The two provinces and autonomous regions in Fujian agreed to organize the implementation of the poverty alleviation cooperation between Fujian and Ningxia to build an emigration demonstration zone. A 20-year cooperation between Fujian and Ningxia, spanning more than 2000 kilometers, was launched.

Xi Jinping confidently predicted: "Ning Ning village is now a dry beach and will be a Jinshatan in the future."

Minning village was named in July 1997.

In December 2001, with the approval of the people's Government of Ningxia Hui Autonomous Region, minning town was officially established. Minning town was incorporated into Yuhai economic and Technological Development Zone on the basis of minning village. Over the past 20 years, minning has successively accepted more than 40000 immigrants from six national poverty-stricken counties of "Xihaigu" in Ningxia. In 1972, the "Xihaigu" area was identified as one of the most unsuitable areas for human survival by the United Nations Food Development Program.

In July 19, 2016, Xi Jinping, general secretary of the survey in Ningxia, went to the immigration village of Yonglong County, Ningning county. Xi Jinping observed the cooperation of Fujian and Ningxia in the development of relocation and resettlement and poverty alleviation, and recalled the situation of promoting direct cooperation between Fujian and Fujian directly 20 years ago.

Notes on Poverty Alleviation

(1) 1996

On May 31, the State Council held a poverty alleviation Cooperation meeting in Beijing to deploy nine economically developed provinces (cities) and four cities under separate planning to help 10 economically underdeveloped provinces (autonomous regions) respectively. Fujian Province is determined to help Ningxia Hui Autonomous Region.

In October, Fujian set up Fujian's leading group in Ningxia, headed by Xi Jinping, deputy secretary of the provincial Party committee.

From November 5 to 6, the first joint meeting of counterpart poverty alleviation and cooperation between Ningxia and Fujian was held in Fuzhou and an agreement was reached, marking the formal establishment of the counterpart assistance relationship between the two provinces.

(2) 1997

On March 11, the Fujian advanced investigation team came to Nanjing and initially determined the key projects of Counterpart Assistance and cooperation - "digging wells and pits", "changing slopes to terraces", "emigrating Diaozhuang" and "Hope Primary School".

In April 15th, the party and government delegation headed by Fujian governor He Guoqiang and Xi Jinping, deputy secretary of the provincial Party committee, arrived in Yinchuan to begin a 6 day countering poverty investigation.

On April 16, the second joint meeting of Fujian Ningxia counterpart poverty alleviation cooperation was held in Yinchuan.

(3) 1998

On September 19, the "98 China Ningxia investment and trade and East West cooperation Fair" was held in Ningxia.

On September 22, the signing ceremony of Yinchuan Fuzhou Economic and trade cooperation project was held in Yinchuan. The two sides signed 18 project agreements and contracts, bringing in 270 million yuan of capital.

(4) 1999

On May 3, the Organization Department of the Party committee of the autonomous region sent off the first batch of temporary cadres from Fujian Province to Ningxia in Yinchuan to welcome the second batch of temporary cadres.

On November 5, the Tongxin minning medical technology building, funded by Fujian Province with a free subsidy of 1 million yuan, was completed and officially put into use.

(5) Year 2000

On April 3, the fourth joint meeting of Fujian Ningxia counterpart poverty alleviation cooperation was held in Fujian.

On September 4, Fujian selected 100 primary and secondary schools in the whole province to form a pair of "one help one" schools with 100 primary and secondary schools in 8 counties of Ningxia mountainous area since the autumn.

(6) 2001

On February 15, Wuzhong City and Quanzhou City in Fujian Province established a friendly city relationship.

On June 15, Ningxia awarded 13 aid units including the Organization Department of the Fujian provincial Party committee the title of Ningxia "double hundred" poverty alleviation and social aid advanced collective, and 20 people including Lin Yuechan were awarded the title of advanced individual.

(7) Year 2002

On March 3, the Fujian provincial medical team, the Ministry of health and the Canadian medical aid Corps began to carry out medical poverty alleviation in Ningxia.

On September 29, minning Town, Yongning County, another great achievement of cooperation between Fujian and Ningxia, was officially listed.

(8) Year 2003

On April 26, the "poverty alleviation project of mycorrhizal industry in minning", "training project of labor export in minning" and "relief project of out of school children in minning" were officially launched.

On August 26, led by Fujian Counterpart Assistance Ningxia office and Poverty Alleviation Office of Ningxia Hui Autonomous Region, and jointly organized and implemented by China Poverty Alleviation foundation and Longde County People's government, the project of "safe 120 action for mother and child" was officially launched in Longde County.

(9) 2004

On June 10, Guyuan city delegation visited Fujian Province to attract investment and signed six letters of intent, with a total project capital of more than 340 million yuan.

On November 30, another project witnessing the friendship of Fujian people, the new complex building of Pengyang kindergarten, was completed.

(10) 2005

On August 6, the ninth joint conference of Fujian Ningxia mutual learning, mutual assistance and counterpart poverty alleviation was held in Yinchuan. The Poverty Alleviation Office of the State Council sent a congratulatory message and spoke highly of the cooperation between Fujian and Ningxia.

On December 24, the private "Fujian businessmen's Fund for doing just deeds" initiated by Fujian Entrepreneurs Association of Ningxia officially launched.

(11) 2006

On April 20, the 10th Fujian Ningxia Joint Conference on mutual learning, mutual assistance and counterpart poverty alleviation cooperation was held in Fuzhou. The two sides agreed to push Fujian Ningxia cooperation and exchange to a new level.

On September 26, the donation ceremony of mother's water cellar, small amount circular poverty alleviation and mother's health express project was held in Yinchuan.

(12) 2007

From April 11 to 14, General Secretary Hu Jintao inspected the situation of poverty alleviation and development and new rural construction in Zhonghe village, Zhonghe Township, Yuanzhou District, Guyuan City, which is a village promoted by Fujian Ningxia counterpart cooperation. He also visited Fujian temporary cadres and spoke highly of their work. He also pointed out that "you should bring the experience and practice of eastern development here" and that "the regions that develop first have the responsibility to support and help the development of the central and western regions.".

(13) 2008

From July 9 to 11, the Poverty Alleviation Office of the State Council held a national experience exchange conference on East West poverty alleviation cooperation in Yinchuan.

On December 5, the leading group for poverty alleviation and development of the State Council awarded 55 units including Ningxia poverty alleviation and development office the title of "national advanced unit for poverty alleviation and cooperation between the East and the west".

(14) 2009

On January 20, the collective of Fujian's aid cadres won the collective award of "moving Ningxia · person of the year 2008".

On April 30, Xiamen Airlines officially opened the Yinchuan Xi'an Fuzhou route.

On August 21, the 13th joint meeting of Fujian Ningxia mutual learning, mutual assistance and counterpart poverty alleviation cooperation was held in Yinchuan.

(15) 2010

On October 15, the second meeting of temporary cadres of Fujian Province in aid of Ningxia was held in Yanchi.

On November 15, Wang Zhengwei, chairman of Ningxia Hui Autonomous Region, held the second minning on-site office meeting in minning town.

(16) 2011

From August 27 to 30, the Fujian party and government delegation visited Ningxia. On August 29, the 15th joint meeting of Fujian Ningxia counterpart cooperation was held in Yinchuan.

On August 29, Fujian Department of education and Ningxia Department of education signed a cooperation agreement on education counterpart support for the 2011-2012 academic year in Yinchuan, enhancing the "hematopoietic function" of education in the mountainous areas of Southern Ningxia through a number of assistance measures.

(17) Year 2012

On October 22, the 16th joint meeting of Fujian Ningxia mutual learning, mutual assistance and counterpart cooperation was held in Fuzhou.

On December 18, Hongsibao district held the launching ceremony of the hand in hand theme activity for helping needy students and 100 teenagers in Jinjiang City, Fujian Province.

(18) Year 2013

On May 28, Guyuan economic and trade cooperation promotion conference and project signing ceremony of "Guyuan travel of 100 Fujian entrepreneurs" was held in Guyuan, with 19 signed projects and a total investment of 7.03 billion yuan.

(19) 2014

On December 2, the 18th joint meeting of Fujian Ningxia counterpart poverty alleviation cooperation was held in Fuzhou.

(20) Year 2015

On February 15, the general office of the CPC Central Committee published a special article entitled "work exchange", which fully affirmed the effectiveness of the cooperation between Fujian and Ningxia, and comprehensively introduced the cooperation mode between Fujian and Ningxia.

On April 8, Li Jianhua, Secretary of the Party committee of the autonomous region and director of the Standing Committee of the National People's Congress, conducted a survey in minning town and presided over a forum to coordinate and solve the problems in the development of minning town.

(21) 2016

On January 7, the autonomous region held a pledge meeting to fight against poverty. It put forward the goal of "three years of concentrated fighting against poverty, two years of consolidation and improvement, and striving to fight against poverty ahead of time". It mobilized the broad masses of cadres and masses in the region to work hard and win the fight against poverty. At the meeting, the party and government leaders of five prefecture level cities and some poverty-stricken counties (districts) signed a letter of responsibility for poverty alleviation.

On February 29, the Poverty Alleviation Office of the State Council agreed in principle to hold a national East West Cooperation meeting with the Party committee and government of Ningxia Autonomous Region in Yinchuan.

From July 6 to 9, Hong Jiexu, vice governor of Fujian Province, and his party came to Nanjing to investigate the counterpart poverty alleviation cooperation between Fujian and Ningxia, and conducted docking with relevant leaders of the autonomous region on the work related to the 20th joint meeting of counterpart poverty alleviation cooperation between Fujian and Ningxia.
