Kangle county is located in the central and southern mountainous areas. There are nine gullies and ten beams in the territory, forming a hilly and gully terrain with an average altitude of 2191 meters. It covers an area of 66.07 square kilometers and has a total population of 19491 (2017). It has jurisdiction over 14 administrative villages. Shangwan commune was established in 1958 and the township was changed in 1983. In 1996, it covers an area of 54.6 square kilometers and has a population of 15000, of which the Hui nationality accounts for 84%. It governs 12 administrative villages, namely Shangwan, Lanjia, shagu, jiamugou, Shangzhai, MABA, Qiaojia, Laozhuang, Donggou, Xiazhuang, Machi and santiaogou.
