Changxing Island is located in the southwest of Wafangdian City, Dalian City, Liaoning Province.
In recent years, it has been rated as a national pilot town of comprehensive reform of small towns, a national demonstration site for building civilized small towns, a national health town, and a national advanced sports town.
Historical evolution
According to the stone axes, stone knives and other cultural relics excavated by Dalian History Museum in 1982 at the clamballaddi site and Beiwa site of Changxing Island, human beings had been living and reproducing here 5000 or 6000 years ago.
During the spring and Autumn period and the Warring States period, most of Eastern Liaoning gradually became the sphere of influence of Donghu.
In 221 BC, the Qin Dynasty abolished the system of enfeoffment and implemented the system of prefectures and counties.
In 195 BC, Wen County was established in Liaodong County of Youzhou in the Western Han Dynasty, which was the earliest county government in Fuzhou and Wafangdian area. Changxing Island was under the jurisdiction of Wen County.
After 220 A.D., Gongsun had ruled Liaodong Peninsula for 50 years, and Changxing Island still belonged to Liaodong Prefecture.
In 238 ad, Sima Yi destroyed Gongsun's regime. The war brought great devastation and destruction to Liaodong region.
In 404 ad, Changxing Island was occupied by Gaogouli people.
In 688 ad, the army of Tang Dynasty destroyed Koguryo and set up Anton Prefecture. Changxing Island was under the jurisdiction of Anton Prefecture.
In 919 ad, after the Khitans wiped out the vast territory of the Bohai State, they moved some residents of the Bohai State to the present-day south of Liaoning Province, and set up the county of emigrants within the present-day Wafangdian City, and later set up the Fuzhou, which was the beginning of the establishment of the State Governance.
In 1117 ad, the northern Nuzhen clan destroyed the Liao state and merged Fuzhou and Suzhou (now Jinzhou) into Fuzhou. Changxing Island was under the jurisdiction of Yongkang county.
At the end of Ming Dynasty and the beginning of Qing Dynasty, due to the long-term war, Liaodong area was sparsely populated and barren, Changxing Island was no exception. In 1653 A.D., the "rules for recruiting people to reclaim land in Eastern Liaoning" was officially promulgated to encourage farmers from Dengzhou, Laizhou and Qingzhou to develop in Eastern Liaoning. Since then, this deserted island has flourished.
In 1734 ad, Fuzhou Tongtan was promoted to be the capital of the state, which belongs to Fengtian Prefecture. It is the earliest recorded division of Changxing Island. After that, the Qing government set up the Fuzhou branch office in Haihai village of Changxing Island.
In April 2010, with the approval of the State Council, Dalian Changxing island port industrial zone was upgraded to "national economic and Technological Development Zone", named "Dalian Changxing Island Economic and Technological Development Zone" and implemented the current policy of "national economic and Technological Development Zone". The "reply" of the general office of the State Council requires: Changxing Island Economic and Technological Development Zone, guided by the scientific outlook on development, should innovate the way of utilizing foreign capital, optimize the structure of utilizing foreign capital, devote itself to the development of high-tech industries and high value-added service industries, strive to improve the level of opening up, improve the system and mechanism, improve the ability of innovation, and give full play to the role of radiation, demonstration and driving. The reply requires relevant departments to strengthen guidance and service to promote the healthy development of Dalian Changxing Island Economic and Technological Development Zone.
In May 2010, Liaoning provincial government decided to set up Liaoning provincial comprehensive reform pilot zone in Dalian Changxing Island Economic and Technological Development Zone.
On June 13, 2010, Liaoning provincial government issued a document and decided to set up Liaoning comprehensive reform pilot zone in Dalian Changxing Island Economic and Technological Development Zone. According to the principle of special affairs and full authorization, the provincial government will give the pilot zone greater rights of independent development, independent reform and independent innovation. In addition to the special provisions of the state, the approval and management authority of Liaoning Province and Dalian city is delegated to the Management Committee of the Experimental Zone in principle. The Management Committee of the Experimental Zone shall be given the authority to exercise the economic management of the provincial government.
On June 22, 2010, Dalian municipal Party committee and government held the listing ceremony of Dalian Changxing Island National Economic and Technological Development Zone and Liaoning comprehensive reform pilot zone in Shangri La Hotel.
Organization level
The Management Committee of Dalian Changxing Island Economic and Technological Development Zone is an agency dispatched by Dalian Municipal People's government, which carries out comprehensive administration of Dalian Changxing Island Economic and Technological Development Zone (Liaoning Province Comprehensive Reform Experimental Zone) according to law. The main leaders of the management committee are equipped with leading cadres at the Deputy municipal level (equivalent to the national administrative level and prefecture level) of Dalian, and the Management Committee of Dalian Changxing Island Economic and Technological Development Zone (Liaoning Province Comprehensive Reform Experimental Zone) is composed of leading cadres The organizational structure of the Management Committee of the provincial comprehensive reform pilot zone is determined by comparing with the working departments of Dalian municipal government.
The total amount control and dynamic management shall be implemented for the establishment of the management committee. The management committee shall study and determine the scheme on its own according to the development needs, and report it to Dalian Organization Establishment Committee for the record. The administrative region of Dalian Changxing Island Economic and Technological Development Zone belongs to Wafangdian City, which is in charge of Changxing Island street and exchange Island street in Wafangdian City.
Natural conditions
Changxing Island is located in the Midwest of Liaodong Peninsula, to the west of Wafangdian City, Dalian. It is surrounded by the Bohai Sea on all sides. There are two bridges connected with the land. Covering an area of 252.5 square kilometers, the island is the largest island north of the Yangtze River, with a population of 50000.
The island is 30 kilometers long from east to west, 11 kilometers wide from north to south, 91.6 kilometers of coastline around the island, 100 square kilometers of sea area and 1500 hectares of beach. The topography of the island is hilly, higher in the West and lower in the Middle East, with an average altitude of 55 meters. Tashan, the highest mountain, is 328.7 meters.
Changxing Island is a warm temperate humid continental monsoon climate zone, mild and humid, four distinct seasons. The annual average temperature is 10 ℃, the average wind speed is 4.5m/s, the frost free period is about 180 days, the annual rainfall is about 600mm, the sunshine rate is 60%, the relative humidity is 67.5%, and the average annual fog day is 18.3 days (visibility ≤ 1000m).

Changxing Island is close to the Bohai Sea and has a special geographical position to develop marine economy and go to the international market. It is 358 meters away from the shore of the mainland, 29.6 kilometers away from the entrance and exit of Guantun of Shenhai Expressway in the East, 120 kilometers away from Dalian Zhoushuizi International Airport in the south, facing Qinhuangdao and Beidaihe across the sea in the west, 339 nautical miles away from Incheon port of South Korea and 646 nautical miles away from Nagasaki port of Japan.
ecological environment
The forest coverage of Changxing Island is one of the largest urban areas in the province. After more than 50 years of construction after the founding of the people's Republic of China, especially after the implementation of the "tree planting green island" project in 1998, not only the island mountain scenery described by the former literati as "the mountains are like green leaves, the willows are like seeing off guests and Green Bridges" can be reproduced, but also a "green Changxing Island" with "lush trees, abundant forests and green fields" has been reshaped. The forest area of the whole town has increased to 157000 mu (including fruit trees), and the forest coverage rate has reached 42.6%. The endless sea of forests decorates Changxing Island with vitality.
After the founding of new China, the people of Changxing Island put afforestation in an important position of economic construction, carried out afforestation work persistently, and the means and scale of afforestation also developed continuously. Since 1950, spring afforestation has been carried out almost every year on the island, mainly planting Robinia pseudoacacia and Amorpha fruticosa (Amorpha fruticosa) seeds. In 1960, autumn afforestation was increased, mainly acorn planting. After 1970, afforestation was carried out in spring, summer and autumn. In spring, Robinia pseudoacacia, poplar, willow and elm seedlings were mainly planted. In summer, Robinia pseudoacacia was mainly planted. In autumn, acorns and other tree species were still planted.
In June 1985, the aerial seeding afforestation jointly implemented by Wafangdian Forestry Bureau and Shenyang Civil Aviation Administration Bureau was carried out for the first time in Changxing Island, which is also the first time in Dalian to use aerial seeding afforestation. The aerial seeding was carried out in Changxing Island with an area of 20000 mu, mainly distributed in the 13000 Mu mountainous area of xishanli village and the 7000 Mu mountainous area of bachagou, dicangan and huajiaofang villages. Pinus tabulaeformis, Pinus thunbergii and Platycladus orientalis were the main varieties of aerial sowing, of which Pinus tabulaeformis accounted for 70%, the sowing amount was 20000 kg, the accuracy rate of aerial sowing was 91.7%, the actual sowing rate was 77%, the partial sowing rate was 23%, and the replanting rate was 12%. There were 13 times of rainfall in one month after aerial sowing. After autumn, there were 733 seedlings per mu and 1.1 seedlings per square meter on average, which exceeded the national regulation of 40% seedling rate and 400 seedlings per mu in northern sowing area.
By 1985, the total afforestation area of Changxing Island over the years was 124000 mu, with a conservation area of 40920 Mu and a conservation rate of 33%. So far, the island has a woodland area of 61000 mu.
In the 10 years from 1985 to 1995, afforestation in Changxing Island has been persisting. People make unremitting efforts in afforestation in spring, summer and autumn. Afforestation methods and levels have also been greatly improved. Large seedlings of Salix and container seedlings of Pinus thunbergii are widely used in cultivation, which are easy to operate and have high survival rate. By 1995, the area of woodland on the island had reached 90000 mu, and the forest coverage rate had reached 24%. In the spring of 1995, Wafangdian municipal Party committee and government put forward the task of eliminating barren mountains suitable for afforestation in three years. At that time, there were still 35000 mu of barren hills, slopes, ditches and lands suitable for afforestation on Changxing Island. In the face of the task assigned by the superior, Changxing islanders worked hard without saying a word. By 1997, a total of 7.10 million seedlings of Pinus thunbergii, Pinus koraiensis, Robinia pseudoacacia, oak, poplar, willow, elm, etc. were planted, with a conservation area of 29800 Mu and a number of 6.03 million plants, with a conservation rate of 85%. The barren hills, slopes, ditches and wasteland in the past were well planted. However, the people of Changxing Island did not stop because of this. They still need to upgrade the afforestation work on the island, and continue to advance to the depth and breadth of forestry production. They vowed to build Changxing Island into a green treasure house with beautiful scenery.
