During the period of the Republic of China, Xihuan Street belonged to Renqiu County; in March 1986, it was changed from Changyangdian township to Xihuan street. By the end of 2011, the total population of Xihuan street was 22679. As of June 2020, Xihuan street has jurisdiction over 7 communities and 12 administrative villages, and its sub district office is located in Changyangdian village.

History of construction
During the period of the Republic of China, Xihuan street was a district of Renqiu county.
In February 1953, Changyangdian township was built.
In October 1960, Changyangdian township was changed into Changyangdian commune.
In February 1983, it was changed to Changyangdian township.
In March 1986, it was abolished as the mayor of Xiqiu township.
