Huicheng town is the seat of Huilai County People's Government in Jieyang City, Guangdong Province. Since its establishment, it has been the political, economic and cultural center of Huilai County. It is located in the middle of Huilai County, south of the main vein of Danan mountain, in the middle of leiling River and Yanling River, which is 116 ° 17 ′ E and 23 ° 02 ′ n. It is bounded by Puning City and Chaonan District of Shantou City in the north, Huahu town in the East, Donglong town and Longjiang Town in the south, QingKeng forest farm in the West and Shiliutan reservoir in the majority. The terrain of the whole area inclines from northwest to Southeast, with mountains and hills in the West and North, and small alluvial plain in the middle and south.

Huicheng town is located in the coastal area of eastern Guangdong, with a total area of 173 square kilometers. The existing farmland area is 13914 mu, and the mountain area is 220000 mu. The mountain afforestation is mainly fir, pine and cypress, acacia, and afforestation occupies more than 96%.

Zhenzhulian, the highest peak in the northwest of the town, is 767 meters above sea level, stretching eastward. The second peak is called wufuding, 617 meters above sea level, and then extends southeast to form shuangguonian mountain, 605 meters above sea level. Shuangguonian mountain stretches eastward with Yanling mountain and WuChao mountain, forming a barrier to the north of the county. Its highest peak is Jianshan mountain, 495 meters above sea level. Further to the East is Xuedi mountain, entering Huahu town.
hydrology
Leiling river is the largest river in the town. It originates in Chaonan district and flows through Huahu town. From Hutou mountain to Huizheng bridge, it is the boundary between the county and Huahu town. Yanling river originates from Yanling mountain, so it is named. It flows from the northwest to the southeast of the town, with a length of 15.4 km and a catchment area of 60.1 km. It joins leiling River in the north of Chizhou village, Donglong Town, and enters the South China Sea through Shenquan port. It is the main tributary of leiling water system.
There are three water systems in yuanhelin Township, one is Linzhang water, which originates from the watershed of Puning county (now the city); the river is 22.6 km long, which is the main water source of Shiliutan reservoir; the other is wufutian water, which originates from zhenzhulian mountain and flows into Shiliutan reservoir, which is the main water source of the reservoir; the third is Shanmei water, which originates from the southern foot of shuangguonian mountain and flows into Luoxi through shigu, bizhang and Houyang.
Evolution of organizational system
In December 1980, the Huicheng people's commune was abolished and the Huicheng people's government was established, with 15 brigades under its jurisdiction. In 1983, the county implemented the separation of government and society, and set up districts to build townships. Huicheng town was a district level town, with jurisdiction over 14 administrative districts and 3 sub district offices. In November 1986, the whole county removed districts and built towns. Huicheng Town People's government has jurisdiction over 18 administrative villages and 4 neighborhood committees. The administrative villages have established village committees.
In October 1992, with the approval of the county Party committee, Huicheng Town Committee and Huicheng town government added 21 administrative district offices according to the original administrative villages (Dunnan village was divided into dungao village and South America village, adding two administrative districts; Dongshan village was divided into Zuotong village and Huaqun village; Tangbian village was added three administrative districts). There are 21 administrative areas in the town, and 17 neighborhood committees are set up among the 17 village committees in the town.
In May 1999, according to the requirements of Guangdong provincial government, the office of the administrative region was cancelled.
In June 2002, according to the spirit of Guangdong provincial government documents and with the approval of the county government, the 14 village committees and neighborhood committees established in the 14 administrative villages of the original towns and districts were completely abolished and changed into 14 communities, and community neighborhood committees (namely Zuotong, Huaqun, Tangbian, Dong'an, Dongjiao, Xiyi, Xier, Xisan, yingnei, meibei, dungao, Nanhai, Yuanchun, Yangmei) were established.
In February 2004, the Helin township government was abolished, and its 12 administrative villages, namely Shanmei, Dingmei, Houyang, Xinfeng, shilankou, sizhupu, niujiaolan, Hetian, Linzhang, Shanglin, wufutian and shigu, belong to Huicheng town.
By the end of 2006, the town has a total area of 178 square kilometers, with an urban planning area of 10.8 square kilometers. It has jurisdiction over 14 community neighborhood committees and 19 administrative villages, and has established villagers' committees. The total population is 168908, the non-agricultural population is 92597, the agricultural population is 76311, and there are more than 7000 overseas Chinese and compatriots living in Hong Kong, Macao and Taiwan.
By the end of 2017, the town had a total area of 173 square kilometers and a permanent population of 158189.

Provincial Highway
Line S236 (also known as Jieshen highway) is from Rongcheng District of Jieyang City to Shenquan town of Huilai County. The total length is 100.7 km, and the Huilai section is 40 km from chuanqiao to Shenquan town. Among them, 7 km from Huicheng town to Shenquan town was reconstructed into cement pavement in 2002; 33 km from town to chuanqiao was reconstructed into grade II cement pavement in 1998, with subgrade width of 12-15 m and pavement width of 9-14 m, which was completed in 2002.
S337 line (guangkui highway), commonly known as Kuihe highway, is 4 km long from Kuitan town to Heping Town, Chaonan District, Shantou City, from Huizheng bridge to Huixi bridge, passing through the town.
County Highway
Huihe highway. From the town to Hetian village. The total length is 13.5 km. Completed and opened to traffic in 1978, it is the main trunk line from villages to towns along the line.
LiuQian highway
From Puning Liusha to Huilai Qianpu, it was built in 1958. There are 21 kilometers of sandy road surface from chuanqiao to Shanmei in the town. In 2002, the reconstruction of provincial highway S236 (Jieshen highway) was completed. The remaining 11 kilometers from Helin village to Shanmei village are still sandy road surface.
Huihong highway
From the town to Hongshan, Chaonan District, Shantou City, and from the town to longtoukeng in the town, the total length is 10.5 km and the cement pavement is 6 m.
Village Road
From the town to Yanling village, a total length of 15 kilometers, cement pavement. From the town to the four Xiangchang, the total length is 5 kilometers, sand road. It is 11.5 km from the town to jiangjunhu village. Sand road surface. From the town to Wong Tai Sin Temple, the total length is 7 km, with cement pavement. The whole town has achieved the goal of connecting every village to the road, and the road roadway in the urban area has fully realized the hard bottom of the road.

There are six hydropower stations in the town, which are integrated into the county power grid, including Niutuo secondary hydropower station, with an installed capacity of 6000 kW; wugongling reservoir dam power station, with an installed capacity of 375 kW; chuanqiao reservoir dam power station, with an installed capacity of 500 kW; Zhunei hydropower station, with an installed capacity of 149 kW; Zhenbei reservoir dam power station, with an installed capacity of 125 kW The installed capacity of Beiqi hydropower station is 100 kW. Huicheng 35kV substation, located behind Jigang village, covers an area of 8000 square meters. Construction started in January 1974 and completed in October 1976. The total project cost is 660000 yuan, invested by the state, with 2 installed units and a total capacity of 6400 kVA.
Huicheng 110kV substation is located in feieshan, Jilong village. The project was started in November 1986 and completed in June 1987. It was put into operation in July of the same year. The power is transmitted from Puning substation to Shantou Power Grid. The project budget is about 2.39 million yuan.
Town construction
Huicheng town was originally located in Huilai County in 1524, the third year of Jiajing reign of the Ming Dynasty. It was originally called Huilai capital, which is now Huicheng town. It has a history of 480 years until 2004. After the continuous development, Huilai County has become the political, economic and cultural center. Huicheng District, also known as the county, was built in 2004 with an area of about 9 square kilometers. By 2010, the urban planning area will reach 10.8 square kilometers, with 14 communities. The total population of the city is 134511, and the town people's government is located in meibei.
