Baini town

Baini town is the "South Gate" of Sanshui. It is adjacent to Nanhai District in the southeast and Xijiang River in the southwest. It has a 15 km "golden waterway" of Xijiang River, which faces Gaoming District and Gaoyao City across the river. It is 60 km away from Guangzhou and 24 km away from Foshan City in the East. It is adjacent to the West 2nd Ring Expressway, Foshan 1st ring expressway, Guangsan expressway, Guangzhao expressway, 321 and 324 National Highways. Guangming expressway, Baini Avenue, Guidan road and Tangjiu line cross the border. There is a 3000 ton cargo terminal in the town, adjacent to Sanshui port outbound terminal, Sanshui railway freight station and Guangzhou Baiyun International Airport. Covering an area of 66.46 square kilometers, the town has jurisdiction over the neighborhood committee of Fujing community and two village committees of Zhoucun and Gangtou. The registered residence population is 25 thousand, and the floating population is about 60 thousand.

From the early days of the people's Republic of China to 1986, Baini was once known as Baini City, Baini District, Baini Township and Baini people's commune; in 1987, it was renamed Baini town.

In October 2019, Baini town was selected as one of the "Top 1000 towns with comprehensive strength in China in 2019".

Overview of town and street

Baini town is located in the south end of Sanshui District, in the hinterland of the Pearl River Delta, bordering Danzao and Xiqiao in the South China Sea in the southeast, facing Gaoming and Gaoyao across the Xijiang River in the west, less than 40 km from Guangzhou and 24 km from Foshan. The town covers a total area of 66.63 square kilometers (2017), with jurisdiction over two village committees, one neighborhood committee and 66 natural villages.

Baini town has a population of 67069 (2017), of which the Han nationality accounts for the vast majority of the total population. Guangzhou dialect is the main local dialect.

Historical evolution

Baini has a long history of development. As early as the Paleolithic age, there were people working and living here. During the Ming and Qing Dynasties, the development of Baini reached its peak. Due to the production of high-quality cocoons and the developed waterways, it has become the main gathering place for the rich and powerful businessmen, enjoying the reputation of "the largest port in Xijiang River", presenting a prosperous scene of "ten people in the market" and "ten thousand merchants in the rising sea". In history, Baini was once known as Baini City, which shows its prosperity at that time. At the beginning of the founding of the people's Republic of China, Baini was called the Fourth District, and later it was renamed Baini district. In 1957, Baini district was withdrawn and the township was divided into Baini Township and Jinben township. Baini and Jinben formed Baini people's commune in 1958. In 1961, Baini and Jinben separated to form a commune. Baini was divided into districts in 1984 and renamed town in 1987.

Climate and environment

Baini belongs to subtropical monsoon climate, warm and humid all year round, abundant rainfall, evergreen all year round, annual average temperature of 18-20 ℃, frost free period of more than 310 days, annual rainfall of 1000-1800 mm, annual average sunshine of 1900-2000 hours. The ancients called Baini "four seasons have flowers, common rain, a winter without snow all smell thunder".

1、 Spring development in 2009

Despite the impact of the global financial crisis, driven by the requirements of "resisting the crisis and ensuring growth" and increasing infrastructure construction and fixed assets investment, our town's economic development has passed the "cold winter" of the previous period, and the economy has gradually "warmed up", with a certain increase in various economic indicators. In the first quarter, the town's total industrial output value reached 6.039 billion yuan, with a year-on-year increase of 18.7% The gross output value was 2.318 billion yuan, with a year-on-year growth of 13.6%; the tax revenue was 60.2 million yuan, including 35.84 million yuan of national tax and 24.36 million yuan of local tax, with a year-on-year growth of local tax and a large decline of national tax; the investment in fixed assets was 740 million yuan, with a year-on-year growth of 30.51%. The amount of contract investment was 3.384 billion yuan, an increase of 802.56%. The economic development in the first quarter showed the following characteristics:

（1） Progress of the project

Hengyi power plant, Nengren land and platinum phase III have made substantial progress respectively. Hengyi power plant has successfully passed the national environmental impact assessment and is in the process of filling the project. It is expected that the project will be completed by the end of May. Unit 1 of the expansion project is planned to be completed and put into operation in June 2010, and unit 2 is planned to be put into operation by the end of 2010. The first phase investment of Shanshui Longpan reaches 300 million yuan, and the first phase of townhouses has been capped. It is expected that the first phase of townhouses will be completed and put into sale in September this year. The third phase of the project will be completed 80% of the soft foundation project has been completed, and the construction of bridges and culverts and drainage facilities began in March. Key infrastructure projects such as the expansion of Baijin phase II, Guangming expressway, Guangzhu railway, laying of the second water source pipe in Foshan and the 1.1 million volt transmission substation in dafaishan were carried out as scheduled.

（2） Increased investment in assets

In the first quarter, the investment in fixed assets was 740 million yuan, a year-on-year increase of 30.51%, including 510 million yuan in industrial projects, a year-on-year increase of 35.22%, and 230 million yuan in non industrial projects, a year-on-year increase of 30.12%. The investment in fixed assets of industrial projects is mainly reflected in the expansion project of Hengyi power plant and the substantial increase in the investment in fixed assets of companies such as xinmingzhu, Xiongying, haishengda, Qingshang chemical and Yangguang ceramic factory. Xinmingzhu invested 171 million yuan in the technical transformation from January to March. The investment in fixed assets of non industrial projects is mainly reflected in the investment in large-scale infrastructure projects such as Shanshui Longpan, Guangming expressway, Guangzhu railway and platinum phase III. these large-scale projects have led to the steady growth of fixed assets investment in our town and effectively stimulated domestic demand.

（3） We have made a breakthrough in our work

In 2010, there were 11 financing projects in our town, mainly involving transportation infrastructure construction, urban supporting facilities construction, people's livelihood and other aspects, with a total financing amount of 320 million yuan, of which 104 million yuan of financing loans have been received, and it is expected to complete 7 projects with a total financing amount of 284 million yuan by the end of April. On March 23, the town held the foundation laying ceremony of "Dongxi Avenue", "southern water supply network" and "Xincun sewage treatment plant", and successfully started three financing projects. Other projects were also reported to the relevant banking and information departments for approval. At the same time, Xiongying Aluminum Surface Technology Innovation Center Co., Ltd. and Longsheng musical instrument Co., Ltd. of our town applied for the financing guarantee service for small and medium-sized enterprises in the zone, both of which passed the examination smoothly, and the loan funds were implemented.

（4） Outstanding results in upgrading

According to the industrial orientation of our town, we have taken the initiative to introduce high-quality projects to settle down. We are actively communicating with investors, trying to introduce new wall projects and solar water heater projects with national patents, which are encouraged by the Ministry of science and technology and the Ministry of environmental protection of the people's Republic of China, so as to cultivate new industries and strengthen the renovation of the ceramic industry. The 2009 working conference on deepening renovation, transformation and upgrading of ceramic enterprises was held to guide ceramic enterprises to promote cleaner production, energy conservation and emission reduction. 19 small brick factories were closed down. At the same time, 60 unlicensed waste recycling points within the jurisdiction will be included in the next phase of work.

The industrial optimization and upgrading and clean production work of our town have been fully affirmed by the superior leaders. Chen Zhili, vice chairman of the Standing Committee of the National People's Congress, led an investigation team to xinmingzhu of our town to investigate the air pollution prevention and control work, and spoke highly of the effectiveness of xinmingzhu of our town in air pollution prevention and control.

（5） The environment is becoming more and more perfect

We will further implement the development strategy of "East-West plate" and "North plus South extension", constantly improve the supporting infrastructure, and create a high-quality business environment. In 2010, among the eight public service facilities included in the ten facts of people's livelihood, seven major infrastructure projects, including Baini cultural center, Baini leisure park, Baini administrative service center, Zhoucun market, Zhoucun staff village, Zhoucun police center, and Baini Gangtou kindergarten, have started construction successively, with a total investment of 138 million yuan, including Baini cultural center, Baini leisure park, Zhoucun police center, and Baini Gangtou kindergarten Four projects of bainigantou kindergarten will be completed by the end of June 2010. The first phase of construction of Zhoucun market and Zhoucun staff village will be completed by the end of December 2010. At the same time, we are stepping up the construction of Baini passenger station, Golden Holiday Hotel, Jiangfan Hotel and other projects.

A total of 1.5 million yuan has been invested in the construction of Baini leisure park, Guidan model road and Industrial Park, with a new green area of 16000 square meters.

（6） New progress has been made in construction

Our town has actively implemented the "three-way" project, and achieved remarkable results in the construction of urban-rural integration. We took the lead in creating the first national health town in Sanshui District, realizing the goal that every village is a provincial health village. We launched the project of connecting every village with public buses, and the rate of bus entering the village and the hard bottom rate reached 100%. It is planned to build a modern agricultural ecological demonstration park covering an area of 5880 Mu to intensively produce suburban vegetables and aquaculture. We will launch comprehensive agricultural development projects, level cultivated land, increase the reconstruction of low yield fish ponds and the construction of hard bottomed drainage and irrigation canals, promote agricultural industrialization and large-scale development, and extend infrastructure to rural areas.
