Huangbei street, belonging to Luohu District, Shenzhen City, Guangdong Province, is located in the southeast of Luohu District, starting from Yanfang road in the East, Wenjin road in the west, Aiguo road in the north and Shenzhen River in the south, adjacent to Hong Kong New Territories. The total area is 7.501 square kilometers. By the end of 2010, the total population of Huangbei street was 113382. As of October 2019, Huangbei street has 13 communities under its jurisdiction.
Huangbei street was established in December 1983. In 1986, in order to meet the needs of urban management, the number of neighborhood committees was adjusted from three to six, and a new reservoir neighborhood committee was set up. In 1987, a part of Huangbeiling village was set up as Fenghuang neighborhood committee. In August 1988, Xinxiu neighborhood committee was established. In 1991, four new neighborhood committees, namely, Bibo, jingbeibei, jingbeinan and Wenhua, were added. At the end of 1991, there were 13 neighborhood committees in Huangbei street.

East Lake park is located in the eastern part of Shenzhen, east of Wutong Mountain, west of Patriotic Road, South deep sand road and Yanhe North Road, north of Shenzhen reservoir main dam, covering an area of 193.21 hectares. It is the first comprehensive municipal park in Shenzhen.
Donghu Park, formerly known as "reservoir Park", was built in 1961. In order to solve the problem of drinking water for Hong Kong compatriots, Premier Zhou Enlai personally approved the construction of Shenzhen reservoir. After the completion of Shenzhen reservoir, comrade Tao Zhu, then the first Secretary of Guangdong provincial Party committee, built laoleting, Huating, Honglou, Changlang and other scenic spots on the spoon soup mountain beside the reservoir, forming the spoon soup mountain scenic spot. In May 1963, Dong Biwu, former vice president of the state, inspected the reservoir and personally helped the people "Laoleting" is inscribed to commemorate and praise the contribution of Bao'an people in building Shenzhen reservoir. In 1966, Shenzhen Reservoir Park was officially opened to the public, becoming a good place for Shenzhen citizens and Hong Kong compatriots to visit and travel, and the predecessor of today's East Lake Park. In June 1978, Shenzhen Reservoir Park Management Office was established, and in October 1984, it was renamed "Shenzhen East Lake Park".
