Xinglongchang town is located in the southwest of Luxi County, 66 kilometers away from the county seat, adjacent to yongxingchang Township in the East, Heshui town in the south, Fenghuang County in the west, Jiefangyan Township and Xiaozhang Township in the north, with a total area of 131.82 square kilometers (2017). The terrain of the town inclines from northwest to Southeast, with an altitude of 400-500 meters. The top of Badou peak is 884.3 meters above sea level, which is the highest peak in the county. The town governs 10 villages, 1 community, 35 villager groups, 5 resident groups, and 28295 people (in 2017), passing through the town together with the county road and xingyong township road.
Xinglongchang, known as siduping in ancient times, was the site of tuncang in Qing Dynasty. After the brutal suppression of the Qianjia Miao uprising, the Qing government built castles and blockhouses everywhere. In order to prevent "Miao rebellion" and protect tuncang in siduping area, Yang Tao, the general manager of siduping in 1797, built a stone fort in a place named Huangtupo. The stone castle is more than 400 Zhang long and more than two Zhang high. It is divided into four gates and completed in March. After the stone castle was built, Yang Tao moved soldiers and refugees into the castle. Farmers from the surrounding suburbs often come to the fort to trade, and the fort is becoming more and more prosperous. In 1802, the first and sixth day of every month was officially defined as the gathering day, and it was named Xinglongchang. According to the records in the volume of Miao fangbeilan published in the 25th year of Jiaqing period, "there are hundreds of households belonging to Tahu and Xinglongchang." We can see the prosperity at that time. In 1947, local gentry advocated the construction of streets, and four townships raised money to build a stone street with a width of six feet and a length of two Li.
The main crops in the town are rice, rape, pepper, citrus and tobacco. Pepper is the characteristic industry of Xinglongchang town and has its own "glass pepper" brand. In 2010, the total agricultural output value of the town was 70600 yuan, and the per capita net income of farmers was 3186 yuan.
Market culture is one of the characteristics of the town. The market has a long history, gathering merchants from towns around Lu, Feng, Ma and Ji counties, with more than 30000 people at the peak.

Historical evolution
The town belonged to Yi'an Township in 1949, Xinglongchang Township in 1956, Xinglongchang commune in 1958 and changed to town in 1984. It has jurisdiction over Xinglongchang neighborhood committee and 17 village committees including dongguangzhai, pengzongguan, Debao, longtouzhai, houtang, dulanshan, yanpo, pingbuliang, Xiwa, duliping, Maituo, badoushan, WuLiping, lannitian, Wuyan, Xinglongchang and gantianping. The main crops are rice, corn, pepper, sweet potato and so on. Rice is the main agricultural crop. There are more than 10000 people listed on the market today. More than 4300 farmers are engaged in pepper production with an area of 12000 Mu and an annual output value of 14 million yuan. The pepper planted in the town is exported to the United States, Southeast Asia, Hong Kong and Macao.
