West Lake Management Area
The West Lake Management area belongs to Changde City, Hunan Province. It is located in the north of Hunan Province, at the end of Yuanli river. It is located in the west of Dongting Lake, so it is called West Lake. It is separated by Lishui River in the East, facing Anxiang and Nanxian, adjacent to Hanshou County in the southwest and Dingcheng District in the north. It is 74 kilometers away from Changde City and 160 kilometers away from Changsha City.
In 2015, the Gross Regional Product of West Lake Management Zone reached 1.326 billion yuan, an increase of 9.6% over the same period last year. As of February 2017, the West Lake Management area has a total area of 70.26 square kilometers, with a total population of 49011 (in 2010), of which more than 95% are Han people, and the rest are Hui, Miao, Zhuang, Tujia and other ethnic groups. The whole district has jurisdiction over Xizhou Township and Xihu town.
The main scenic spots of West Lake Management area are: Lotus Park, Liulin Bund, water bar, happy home, morning bathing fishing boat, etc. On January 29, 2021, it was selected into the list of areas that have achieved remarkable results in the year of 2020 announced by the people's Government of Hunan Province (the "three noes" in the province's petition work have been created to meet the standard of counties and cities).
Historical evolution
In the middle of the Republic of China, there were 13 big and small dikes. At the end of the Republic of China, Xihu belonged to Xinbei township. Because the dikes were easy to break, there was no administrative construction.
After liberation, Xihu farm was established in April 1955, which belonged to six districts. Although the administrative management went through four stages: reform through labor farm, military reclamation farm, immigrant farm and Management District under the direct management of the army, province and city, it has always been under the jurisdiction of Hanshou County.
In 1984, with the approval of the provincial government, the former Xihu farm's general farm and its seven branches were merged and rebuilt into a built-up Town, Xihu town of Hanshou County. Entrusted by the municipal Party committee and the municipal government, Xihu town was managed by Xihu farm on its behalf. In terms of administrative divisions, Xihu town represented Xihu farm and was subordinate to Hanshou County.
In 1999, with the approval of the provincial government, Xihu farm was transformed into Xihu Management District, and a district management committee was set up as the agency of Changde Municipal People's government to perform the administrative functions of the county government.
In 2000, all the six branches under the original jurisdiction of the farm were changed into branch level offices, which acted as the agency of the Management Committee of the West Lake Management Area and exercised the functions of the township government.

Division evolution
In December 1998, with the approval of the provincial people's government, it was decided to set up the West Lake Management Zone of Changde City. As the agency of Changde City People's government, it implemented two brands and one team with the West Lake farm, and correspondingly established the relevant system at the county level.
In 2000, six branches were changed into offices, namely, Yumin office, Xizhou office, Xiajiao office, Xingang office, Dinggang office and Dongzhou office.
In September 2010, with the approval of Hunan Provincial People's government, Xingang office, Dinggang office and Dongzhou office were cancelled and replaced with Dongzhou township; Yumin office, Xizhou office and Xiajiao office were cancelled and replaced with Xizhou township. The original Xihu town remains unchanged. Since then, Xihu administrative region has governed one town: Xihu Town, and two townships: Dongzhou Township and Xizhou township.
In 2015, according to the arrangement and deployment of the adjustment and reform of the provincial and municipal divisions, the West Lake Management area was merged from the previous three townships into two townships, Dongzhou Township and Xihu town were abolished, a new West Lake town was established and part of Xizhou township was adjusted. Xinxizhou Township governs xinbeihe village, huangnihu village, Tongxing village, Yumin village, Xingfu village, Ankang village, Xizhou village, Tianyuan village, Jianhu village, Yong'an village, Xinxing village, Chunxiao village, 12 villages and Xihu fishing ground, with a total area of 39.75 square kilometers. Xinxihu town governs 13 villages and 2 communities in Xinqiao village, Xinkang village, Huayuan village, Xingang village, Jiushi village, Dingxing village, Dingfu village, Dingyu village, Dingyuan village, Wangfu village, Wanglu village, wangshou village and Wangxi village, with a total area of 30.55 square kilometers. The town people's government is located in the former Dongzhou Township People's government.

As of February 2017, Xihu management area has jurisdiction over Xizhou Township and Xihu town. Xihu District Party committee and district management committee are located in Xihu town.

The center of the management area is roughly located at 29 ° 06 ′ 23 ″ N and 112 ° 06 ′ 3 ″ e, with a total area of 70.26 square kilometers.
topographic features
The West Lake Management area has a Hulu like terrain, with its base in the East and its belly in the West. It is 15 km long from east to west, 8 km wide from north to South (Nanping Dianpai to yueliangzhou), 2.5 km narrow (Dinggang to liuhezhou), and 43.5 km long around. The terrain inclines from northwest to Southeast, with Xingang river running through the north and south of Luzhou, which divides the whole area into East and west parts.
In the west, yueliangzhou is the highest in the north, with an elevation of 33.87 meters (Yellow Sea elevation, the same below). Huangni lake and heiyugang incline from 32 to 28 meters to the southeast; LIULANG and Nanping in the southwest incline from 30.2 to 27.2 meters to the north; Xihu, shizizha and Daxihu fishing ground in the center incline from 27 to 30 meters. The whole west is in basin shape.
East: the terrain is flat compared with that in the west, but the line of langha lake is slightly lower, with an altitude of 27.5-28.3 meters, 29.0-30.7 meters in the north and 28.5-30.9 meters in the south of langha lake. The whole East is a long and narrow valley terrain.
The West Lake Management area is flat, slightly higher around and slightly lower in the middle. The elevation of Heiyu port in the west is 34.8 meters, which is the highest point in the whole region. To the north of Daxihu is Chunxiao electric drainage station, with an altitude of 26.8 meters, which is the lowest point in the whole region, with a height difference of 8 meters. The area below 29.5 meters above sea level is 8378 mu, accounting for 7.8% of the total area. The area above 32.0 meters is 26175 mu, accounting for 24.3% of the total area. The area between 29.5 meters and 32.0 meters is 73273 mu, accounting for 67.9% of the total area.

The west of the West Lake Management area was once an integral part of Dongting Lake, where the ancestors had been living for more than 4000 years. The geology of the territory is all loose accumulation. 0.00 ~ 17.15m (from the surface down, the same below), brown and maroon silty clay. The middle part is gray green clay with organic matter, fine texture and slippery feeling, belonging to Holocene (Q4) lacustrine facies. It is 17.15 ~ 86.75 m, with sandy clay at the top, gravel cobble layer, cobble layer and gravel bearing sand layer below, belonging to the upper Pleistocene (Q3) impact layer. It is 86.75 ~ 144.40m, the upper part is black silty fine sand and gray green silty clay, the lower part is gray gravel layer, with silty fine sand and clay layer in some parts, belonging to the Middle Pleistocene (Q2) impact layer.

The West Lake Management area is a typical lakeside plain, and the soil parent material is river lake sediment. In 1979, the soil of West Lake was divided into 2 soil types, 5 sub types, 7 soil genera and 26 soil species. Among the soil species, purple tide mud field, purple tide sand mud field, purple tide mud, purple tide sand mud, purple tide sand mud at the bottom of sand, purple silt mud at the bottom of sand are mostly distributed around the higher terrain, with the former Dinggang and Dongzhou sub field accounting for a larger proportion, while the qingnitian, Qingsha mud field and langhu field are concentrated around the Daxihu lake, with the former Xizhou, Xiajiao and Xingang sub fields accounting for a larger proportion. Qinggenitian is located between the two above and distributed sporadically.

The first-class soil area is 41390 mu, accounting for 70.1% of arable land, including 20182 mu of paddy field, accounting for 57.7% of paddy field, and 21208 mu of dry land, accounting for 88.4% of dry land.
The secondary soil area is 10602 mu, accounting for 18.0%, including 7810 mu of paddy field, accounting for 22.3% of paddy field and 2792 mu of dry land, accounting for 11.63% of dry land.
The third grade soil covers an area of 7008 mu, accounting for 11.9% of cultivated land and 20% of paddy field.
climate
The climate of the West Lake Management area is located in the middle latitude monsoon region of Central Asia and North Asia, and it is also at the entrance of the north end of the concave terrain in Hunan, which is the first rush of the cold air from the North invading Hunan. It is characterized by strong monsoon influence, changeable weather, abundant heat, abundant rain and four distinct seasons.
According to the daily average temperature, 10 ~ 20 ℃ is spring and autumn, over 22 ℃ is summer, below 10 ℃ is winter. Winter and summer are long, spring and autumn are short. Spring, March 25 to May 28 (65 days); summer, May 29 to September 15 (110 days); autumn, September 16 to November 20 (64 days); winter, November 21 to March 24 (126 days).
In spring, affected by the interaction between the northern cold air mass and the Pacific warm air flow, the temperature presents an aperiodic change, which is characterized by cold and hot storms. When the cold wave comes, the temperature drops suddenly, accompanied by strong wind and continuous rain; after the cold wave, the temperature rises sharply, and the wind is warm.
In summer, the front part is affected by the Pacific warm air flow, and the rainstorm lasts till now. The rainfall from April to June accounts for about 41% of the annual rainfall, which is a flood season. The latter part is controlled by the Pacific subtropical high, with continuous high temperature and less rain and prevailing southwest wind.
In autumn, the temperature changes from high to low, the temperature drops quickly, there is little rain and drought is easy. In September, the northern cold high intruded southward and the regular cold dew wind appeared.
In winter, it is often controlled by the continental cold high pressure and influenced by the high latitude cold air mass. The northern cold current frequently invades the south, the northerly wind prevails, the temperature is low, and the climate is overcast and humid.
The annual average sunshine is 1702.4 hours, and the sunshine rate is 38%, with the most abundant in July and August
