Yingtian means "tuntian". Emperor Xuanwu of the Northern Wei Dynasty (500-503) ordered fan Shao to be the ambassador of Yingtian in the six states of Xidao, which is actually the "ambassador of tuntian", so tuntian is also called Yingtian. In the late Tang Dynasty, many tuntian areas were set up in the mainland, which were called Yingtian. In the Tang Dynasty, every road set up camp and field envoys, and prefectures and counties set up camp and field affairs to manage camp and field. Under the system of Song Dynasty and Tang Dynasty, Yingtian ambassadors and Yingtian envoys were set up to manage Yingtian affairs. In the Tang and Song Dynasties, the military garrison was called tuntian, while the civilian garrison was called Yingtian. In yuan, Ming and Qing Dynasties, it was generally called tuntian, but rarely called Yingtian.
Yingtian began in Shaoxing period of Southern Song Dynasty, and then it was cultivated and developed. Xixiang County of Yangzhou (now Shaanxi) was the most important. However, most of the land in Zhuzhou was occupied by Wu and Guo Shijia, so the government rent was very light. Ji Si knew it but did not dare to ask.
In the sixth year of Qing Yuan Dynasty (1200), Zhang Jun, a professor of Longzhou who was the chief bookkeeper of Xixiang County, gave advice that the rent of farmland could be increased. When the imperial court heard about this, it ordered to stop the increase in the rent of camp land in Sichuan, and Wang Ning also changed his official position.
