Siwan town is located 56 kilometers northwest of Xichuan County. Siwan township was built in 1958, changed to commune in 1969 and changed to township in 1983. It covers an area of 133.32 square kilometers (2017). In 1999, the township was changed from township to town, with 29 administrative villages, 256 villager groups and a population of 39790 (2017).

In Song Dynasty, because of the war, shipping was in a depression. The Ming and Qing Dynasties witnessed unprecedented prosperity. According to relevant records, more than 100 ships of various types are berthed at the Yellow River Wharf every day, and "the masts stand in a forest, stretching for more than 10 Li". Siwan Huanghe old street is the dry and flood wharf of Danjiang shipping, which is increasingly prosperous. A large number of foreign goods (salt, silk, cloth, medicine, etc.) are distributed here. The prosperity of shipping has promoted the development of economy. The presence of businessmen from all over the Yellow River has doubled the popularity of the town. Some ancient buildings have been built in succession, including Xinglong temple, Yang Temple, Laojun temple, Guandi temple and Daiwang temple. Some famous shops, such as "quanxingren", "yongxingyuan", "zhangjiataiji" and "Jiangxi Yangjia fruit shop", have settled in one after another, communicating with major cities in China. At the end of the Qing Dynasty, the Allied forces of the eight countries occupied Beijing, and Empress Dowager Cixi fled to Xi'an. Most of the imperial grain and other materials handed over by the northern and southern provinces were transported to Xi'an through the Danjiang waterway. There were more than 300 ships passing through the Yellow River Wharf every day. during the period of the Republic of China, the colleges and universities (Shangqiu middle school) in Henan Province moved westward to Siwan Yellow River due to the war, which promoted the cultural taste of the place and promoted the economic and social development.
After liberation, due to the development of land, Longhai Railway and Jiaozhi railway were built one after another, and highways extended in all directions to replace water transportation.
Siwan town belonged to the Sixth District (jingziguan) in 1948. Siwan district was built in 1950, Siwan people's commune was built in 1958, Siwan township was changed in 1983, and township was withdrawn in 1999. Because the town government was originally stationed in Siwan village, it was named. Later, it was moved to Huanghe street, still famous.

Danjiang River and Qihe river run through 18 villages with water flow of 20 square kilometers and town area of 4 square kilometers. The forest coverage rate is over 80%.
