Zhayang was one of the old towns in the County. Zhayang township was established in 1935. In 1937, it merged with Xianyuan Township and was still named zhayang township. In the 29th year of the Republic of China (1940), it was merged with Yushan Township and renamed zhayu township. In December 1943, it was renamed Shiyang township. In October 1944, Shiyang township was abolished, and zhayang, Yushan, Changxi, Xianyuan and Gaoyuan were under the jurisdiction of Shuangcheng Town at that time.
After the founding of new China, the county people's government designated Shuangcheng as the first district, abolished the old Baojia organization, and reorganized the five Baojia into four townships of zhayang, Changyu, Xianyuan and Gaoyuan. In 1952, it was reorganized into five townships: zhayang, Shishan, Changqi, Wupu (renamed Xianyuan) and Gaoyuan. Qiyang people's commune, established in October 1958, has jurisdiction over three brigades: zhayang, Shishan and Changqi.
In December 1959, Qiyang commune was abolished and belonged to Zherong people's commune. In July 1961, the commune system was decentralized and the district system was restored. The original three brigades of zhayang, Shishan and Changqi were reorganized into two people's communes of zhayang and Shishan (referred to as small communes) under Zherong district. In February 1965, the district was withdrawn and the commune was merged, and the zhayang people's commune under the jurisdiction of the county was established. In 1984, the township system was restored and changed to zhayang township.
