The origin of its establishment
Zhangzhou China Merchants economic and Technological Development Zone is a national development zone. It is located in the South Bank of Xiamen port in Zhangzhou City, a national civilized city, a national historical and cultural city, and an excellent tourist city in Southeast China. It is in the middle of three major economic zones of Shanghai, Taiwan and Hong Kong. It is an important part of Fujian Province's construction of the Economic Zone on the west side of the Taiwan Strait and the leader of Zhangzhou's port economic development.
The overall planning area of the development zone is 56.17 square kilometers, which is jointly developed by China Merchants Group, Fujian Transportation Group Co., Ltd., Zhangzhou Municipal People's government, Longhai Municipal People's government and Fujian port and shipping administration. China Merchants Group is responsible for operation and management. Zhangzhou merchants economic and Technological Development Zone Management Committee and the limited company implement a unified management system. With the approval of Fujian Provincial People's government, the Management Committee exercises the economic management authority at the prefecture level and governs all administrative affairs of the development zone.

Historical evolution
Today, Zhangzhou Development Zone belongs to Minzhong County in the Qin Dynasty; Kuaiji County in the first year of Yuanfeng (110 BC) in the Han Dynasty; Houguan County in the early years of Jian'an; Dong'an County in Yangzhou in the third year of Yongan in the Three Kingdoms (260 BC); Jin'an County in the third year of Taikang in the Jin Dynasty (282 BC). In 540, the sixth year of emperor Liangwu of the Southern Dynasty, Longxi County was set up, which was subordinate to Nan'an county and belonged to Longxi County.
Sui Daye three years (607) belong to Jian'an County Longxi County. Tang Wude five years (622 years) belong to Fengzhou (Governance in Nan'an) Longxi County; Zhenyuan early abandoned Fengzhou into Quanzhou (Governance in today's Fuzhou); Sisheng first year (684 years) analysis of Quanzhou Putian, Nan'an, Longxi home wurongzhou (Governance in Nan'an), the situation belongs to wurongzhou Longxi County.
In the second year of Tang Dynasty (686), Zhangzhou was located in the south of Longxi County. At that time, the situation still belonged to Longxi County of Wurong Prefecture; in 711, Jingyun changed Wurong prefecture to Quanzhou (governing Jinjiang), and the situation belonged to Longxi County of Quanzhou; in 741, Kaiyuan cut Quanzhou, and Longxi County belonged to Zhangzhou County; in 742, Tianbao changed Zhangzhou to Zhangpu County, and the situation still belonged to Longxi County; in 759, Qianyuan changed Zhangpu County to Zhangzhou; In the second year of Zhenyuan (786), Zhangzhou government moved to Guilin village, fenggaoshan, Longxi County (now Xiangcheng District).
In 946, Zhangzhou was renamed as Nanzhou, belonging to Longxi County.
In the fourth year of Qiande of Song Dynasty (966), Nanzhou was renamed Zhangzhou, which belonged to Longxi County of Zhangzhou.
In 1279, Zhangzhou was changed into Zhangzhou Road, belonging to Longxi County of Zhangzhou road.
In 1566, jinghaiguan in Longxi County and part of Zhangpu County were located in Haicheng county.
The Qing Dynasty belonged to Haicheng County, Zhangzhou Prefecture.
In the 14th year of the Republic of China, the road was abandoned, and Fujian implemented a provincial and county level political system, belonging to Haicheng county.
On April 20 of the 21st year of the Republic of China, the East Route Army of the Chinese workers' and peasants' Red Army entered Zhangzhou (Longxi County). In late April, the Minnan workers' and peasants' Revolutionary Committee was established in Haicheng County of Minnan workers' and peasants' Revolutionary Committee, which ended when the red army returned to the Soviet Area on May 28.
In November of the 22nd year of the Republic of China, the "Fujian incident" took place, and the people's revolutionary government of the Republic of China was established. In December, Fujian was divided into four provinces: minhai, Yanjian, Xingquan and Longting. It belongs to Haicheng County, Longting province.
In July of the Republic of China, Fujian Province was divided into 10 administrative supervision districts, belonging to Haicheng County of the sixth Office of the Commissioner of administrative supervision; in October of the next year, Fujian Province was divided into 7 administrative supervision districts, belonging to Haicheng County of the fifth Office of the Commissioner of administrative supervision.
In September 1949, it belonged to Haicheng County, Zhangzhou military control commission of the Chinese people's Liberation Army. In October, he was in Haicheng County, the sixth Office of the administrative inspector general of Fujian Province.
On April 1, 1950, it belonged to Haicheng County of Zhangzhou administrative inspector's office; in October, it belonged to Gangwei people's commune of Haicheng County of Longxi District Commissioner's office of Fujian Provincial People's government.
On August 15, 1960, the State Council approved the merger of Longxi and Haicheng into Longhai County, which belongs to Gangwei people's commune of Longhai County, Longxi regional Commissioner's office.
In June 1967, it belonged to Gangwei people's commune, Longhai County, Fujian Longxi military control commission of the Chinese people's Liberation Army.
On April 27, 1968, the Revolutionary Committee of Longhai county was established. In May, it was transferred to Gangwei people's commune, the Revolutionary Committee of Longxi region.
In March 1978, it belonged to Gangwei people's commune, Longhai County, Longxi district administrative office.
In October 1980, the Revolutionary Committee of Longhai county was changed into the people's Government of Longhai County, which belongs to the Longhai County People's Government of Longxi district administrative office.
In December 1980, the Revolutionary Committee of Gangwei people's commune was changed into the Management Committee of Gangwei people's commune.
In October 1984, the Management Committee of Gangwei people's commune was changed to the people's Government of Gangwei town.
In June 1985, Longxi district was changed into Zhangzhou City, belonging to Gangwei Town, Longhai County People's Government of Zhangzhou city.
In May 1993, Longhai county was removed from the county and built into a city, belonging to Gangwei Town, Longhai City, Zhangzhou.
On June 18, 1992, China Merchants Group, China Construction Investment Corporation, Fujian Provincial People's government, Zhangzhou Municipal People's government and Longhai county government signed the "establishment agreement of Bank of China Zhangzhou Development Zone of China Merchants" in Zhangzhou Hotel, which was approved by the provincial government in October and established in yuziwei, Gangwei town on December 28.
In July 2007, it began to apply for upgrading to a national economic and Technological Development Zone.
In April 2010, the economic and Technological Development Zone of Zhangzhou Investment Promotion Bureau was approved to be upgraded to a national economic development zone, which is directly under the jurisdiction of Zhangzhou municipal government.

The economic and Technological Development Zone of Zhangzhou Investment Promotion Bureau has favorable conditions for port construction. It has a coastline of 28 kilometers, including 13 kilometers of deep-water coastline below - 8 meters. It can plan to build 33 berths above 10000 tons, and has the conditions to develop into an international transit port.
There are 13 berths above 10000 tons and multi-purpose berths built and put into use in the area, including 11 berths above 10000 tons and 2 container berths above 150000 tons. It is the largest container berth in Fujian Province, with an annual handling capacity of more than 40 million tons. It is a national first-class port and one of the first batch of direct ports to Taiwan. It has opened foreign trade freight routes to the United States, Japan and South Korea, and container routes to Hong Kong, Taiwan, Shanghai, Dalian, Qingdao and Shenzhen. It has a complete set of customs, entry-exit inspection and quarantine, frontier inspection and other port joint inspection departments, customs brokers, foreign shipping agents and other management, service and intermediary agencies. Under the general situation of the overall decline of domestic and foreign shipping logistics industry, the port cargo throughput was 28.41 million tons and the container throughput was 346000 TEUs in 2016, which was basically the same as that in 2015.
Zhangzhou Development Zone has a three-dimensional sea, land and air transportation network extending in all directions: the airport and railway are within an hour circle. It is only 15 minutes' journey between Xiamen and speedboat. The port dredging highway in the area connects national highways 324 and 319 and coastal expressways running through the north and south of the country. Xiamen Zhangzhou sea crossing bridge, which connects Zhangzhou Development Zone and Xiamen, was completed and opened to traffic in May 2013. After opening to traffic, the South and north sides of Xiamen Bay are integrated. It takes only 25 minutes to drive, forming a half-hour urban life circle. Zhaoyin Shugang expressway, which runs through the whole region, was completed and opened to traffic at the end of 2013. The construction of Zhangzhou Port end railway connecting the fourth zone of Zhangzhou Development Zone started at the end of 2009, which will effectively alleviate the problem of rapid collection and distribution in the port area.
On October 13, 2015, the website of the national development and Reform Commission issued the official reply on the construction plan of Intercity Railway on the west side of the Strait in Fujian Province (2015-2020). According to the plan, by 2020, six intercity railways will be constructed in Fujian Province, including two intercity railways in Xiamen Zhangzhou Quanzhou metropolitan area: Quanzhou Xiamen Zhangzhou intercity railway, Zhangzhou Gangwei Xiamen Intercity Railway (partially reconstructed by Gangwei railway), with a total length of 263 km. The feasibility study report of Xiamen Zhangzhou intercity rail R3 line has passed the joint review, the EIA publicity has been basically completed, and the construction is expected to start in 2017.
