Pantuo town
Pantuo town is located in the southwest of Zhangpu County, Fujian Province. National Highway 324 runs through the whole mirror. The town government is 13.6 kilometers away from the county seat, which is the South Gate of Zhangpu County.
There are 11 administrative villages (guanpo village, puye village, Shangdong village, pantuo village, Gepu village, Hemei village, Donglin village, Chanshan village, Cangli village, xicuo village and Tongkeng Village) and one neighborhood committee in pantuo town. They mainly grow tea, litchi, longan, honey pomelo, peach, plum, banana and pineapple.
In 2017, the administrative area was 10634 hectares, with 29174 permanent residents.
Historical evolution
Since the establishment of pukuiguan in Fujian and Vietnam in Han Dynasty, panduo has a history of more than 2000 years. It is the birthplace of Zhangzhou Prefecture in Tang Dynasty. The ninety-nine peaks of Liangshan Mountain are steep, and the barrier is made by nature. It has become a place for military strategists to fight for.
In Song Dynasty, pantuo was tangtianli, Changle Township, and the eighth capital in Ming Dynasty. In 1441, the inspection department of pantuo was set up. The Qing Dynasty followed the regional name of Badu and implemented the Baojia system. During the reign of Shunzhi, there were Xiadong, caipi, Xiangdong, Chanshan, Donglin, tangkeng, Xinmiao, Fenglin, Xishan and other baos. In the sixth year of Kangxi (1667), pantuo Inspection Department moved to Yunxiao. In the 39th year of Kangxi reign, Baojia was reorganized and pantuo area was reorganized into Guanyang, Chanshan, Donglin, Xishan, Xinmiao, Fenglin, tangkeng, Qing'an, Xiangdong, etc. In the first year of Qianlong (1736), the inspection department was stationed in pantuo. In the early years of the Republic of China, pantuo was under the jurisdiction of the western region, the seventh autonomous region in the 17th, the fifth region (shiliuban) in the 23rd, and pantuo township was established in the 29th, with jurisdiction over chihui, puye, Xiaxu, Dapu, Donglin, zashe, Xinyi, Lingli, Zouma, Wuxiang and Lanfeng. In the 33rd year of the Republic of China, pantuo township was merged into Suian Town, and the original 12 baos of pantuo Township were merged into four baos, namely Changlin, Pufeng, Wuxiang and Zaling.
In the early days of new China, it was under the jurisdiction of the second district (later changed to pomegranate District), with the establishment of pantuo, puye, Donglin, Shangdong, hekeng, Shuigang and other townships.
In September 1958, pantuo management area of pomegranate commune was established. It has jurisdiction over Weizhong, guanpo, Gepu, Cangli, Donglin, Chanshan, hekeng, Tongkeng, Zhongzhou, neizeng and other brigades. Puye and Shangdong belong to Meilin management area.
In December 1959, Liangshan reservoir was built. The second brigade of Zhongzhou and neizeng in Liangshan basin migrated to Gepu, and the establishment of the second brigade was abolished.
In September 1964, pantuo commune was merged into pomegranate commune.
In March 1978, ten brigades, Shangdong, pantuo, Gepu, Hecheng, Donglin, Chanshan, Cangli, guanpi, Tongkeng and wankeng, were set up from pomegranate commune to re-establish pantuo commune. Wankeng reservoir was built in 1979, and villagers moved to Yunnei of dananban farm and other places to cancel wankeng brigade. Up to now, the pantuo commune has a total of 9 brigades under its jurisdiction.
In September 1984, pantuo commune was changed into pantuo township. In addition to the original nine regiments which were under the jurisdiction of pantuo commune were changed into villages, puye village was designated from Shiliu Township and belonged to pantuo township.
In 1989, xicuo village was set up from Hemei village. So far, pantuo township has jurisdiction over 11 villages.
In February 1992, pantuo township was changed into a town. Today, the town has jurisdiction over 11 administrative villages, with a total of 5688 households and 24439 people.

The whole town is located at the foot of Liangshan Mountain, surrounded by Liangshan mountains from north to Southwest: dongzijian (655 meters above sea level) at the junction of Shiliu town in the north, Bijia mountain (888.9 meters above sea level), Liuchi mountain (562 meters above sea level), quemu mountain (627 meters above sea level) at the junction of Yunxiao town in the west, Shijian (688.5 meters above sea level), Shizi Shijian (627 meters above sea level) at the junction of Shaxi Town in the south, sizishan mountain (713 meters above sea level) at the junction of Shaxi Town in the south, and duxun mountain Fenshui mountain at the junction of the town (654 m above sea level).

The place name of pantuo is named after Pantuoling. Pantuoling is an important traffic road in ancient Fujian, which is famous for its precipitousness. The central and eastern part of pantuo town is a plain. The water from three mountains converges into more than 20 streams, and the total flood converges in the middle of pantuo to form pantuo stream. It has a mild climate, beautiful mountains and waters, fertile land, continuous peaks and mist, which is especially suitable for tea tree growth.

Pantuo town is one of the key (satellite) towns in Zhangzhou city. It is a town of tea culture in China. It has been rated as a provincial civilized unit for three consecutive times. It is a provincial science and technology demonstration town, a health town, an advanced greening unit and a garden town in Zhangzhou. There are pantuo Industrial Zone, Cangli tea processing market and Fushan civil war private economic zone in pantuo Town, with complete functions and supporting facilities. At present, there are 22 industrial enterprises, 3 large-scale enterprises and 5 foreign-funded enterprises in the town, and the main pillar industries such as tea making, food, ribbon, clothing, stone carving, casting, paper making, edible fungi, fruits and flowers have initially formed.
In 1993, Mr. Li Ruihe, President of Tianfu group, saw the treasure land of zhongpantuo and started to develop tea culture. Let Chinese tea culture take root and blossom in pantuo. Pantuo town government and the masses actively accept the radiation of Tianfu group's tea industry development, seize the opportunity, closely follow the development of tea planting, and take it as a new growth point of rural economy.
In 2001, pantuo town was awarded the title of "Chinese tea culture town" by the Township Committee of Chinese specialty. Since then, the tea industry in pantuo town has become increasingly prosperous, and the pace of development is growing. The town has planted 8000 mu of high quality tea and 1500 mu of jasmine. The main varieties are Tieguanyin, Dangui, Taiwan Jinxuan and Cuiyu; there are 35 processing plants in the town and 3 tea trademarks (Liang yuerenzun and Jin Gangshan). In December 2005, "Tianfu Mingcha" was awarded the national well-known trademark. The whole town has formed a characteristic industry chain of "planting, production and marketing".
In 2005, the output value of scale industry of the whole town was 124 million yuan, the output value of agricultural brand enterprises was 36.755 million yuan, the fiscal revenue was 12.13 million yuan, and the per capita net income of farmers was 4300 yuan. The agricultural road construction ranked first in the county, the comprehensive evaluation of agricultural and rural work ranked second, and the evaluation of industry and project ranked fourth respectively.
