The approved planning area of Xiamen Haicang bonded port area is 9.5092 square kilometers, including three areas a, B and C, namely, Xiamen Haicang export processing zone and no.1-8 berths of Haicang port area, Songyu port area and no.14-19 berths of Haicang port area. The three plots will be connected by fully closed viaduct to form a closed unified supervision area, which will implement fully closed, information-based and intensive supervision. The main policies of Xiamen Haicang bonded port include:

Goods from outside Hong Kong are bonded at the port; when goods leave the port for domestic sale, customs declaration procedures shall be handled according to the relevant provisions on the import of goods, and taxes shall be levied according to the actual state of the goods; domestic goods entering the port shall be regarded as exports, and tax refund shall be implemented; goods transactions between enterprises in the port shall not be subject to value-added tax and consumption tax. On this basis, with reference to foreign free port development mode and international practice, actively explore more open policies and management mode. Xiamen Haicang bonded port area is developed and constructed in three phases. After completion, Haicang port area will become a comprehensive and multi-functional port area.
