Jinggang town
Jinggang town is subordinate to Shushan District, Hefei City, Anhui Province. It starts from Yuexi road and fanwa road in the East, and borders Honggang village in nanqilizhan street, Qingxi Road community committee and Qilitang community committee in wulidun street; it borders high tech Zone and new administrative and Cultural Zone in the South; it borders Feixi County and high tech Zone in the West; it borders Nanfeihe central line and the South Bank of Dongpu reservoir in the north. It covers an area of 19.8 square kilometers (2017) and has a population of 132411 (2017), including 13000 agricultural population.
On October 8, 2018, it was selected as one of the top 1000 towns with comprehensive strength in China in 2018. In October 2019, it was rated as one of the top 1000 towns with comprehensive strength in China in 2019.
Historical evolution
In November 1955, the four townships of Shanbei, Shanxi, Xiaopu and Shuangdun in Feixi County merged to form Shushan township. In January of the next year, Shushan township was assigned to the suburbs of Hefei. In August 1958, after the people's communization, Shushan, Hongxing, Jindou and Fengshou were merged to form Shushan people's commune. In June 1960, when the city became a people's commune, it was designated as Xishi people's commune. That year, the Jinhua brigade was assigned to Huangshan commune. In January 1961, Fengshou, Jianshe and Jinhua were assigned to wulidun people's commune. In July 1963, seven brigades under the jurisdiction of Shushan commune, including Jinggang, nanxinzhuang, Youdun, Weixing, dengdian, xishibagang and Tianbu, returned to the jurisdiction of Feixi County and established Jinggang people's commune. In August 1963, the suburban district office was restored, and Shushan commune was rezoned into the suburbs. In September of the next year, Jinggang people's commune was put under the jurisdiction of Hefei suburb. In the winter of 1968, the three communes of Shushan, Jinggang and wulidun merged to form the rural Shushan people's commune reform committee. In 1971, Jinhua and wulidun were assigned to Xinghua village people's commune. In April 1983, the original Shushan people's commune was abolished and the Shushan people's government was established. In March 1987, the original Shushan Township People's government was abolished and the Shushan Township People's government was established. On October 1, 1990, Shushan town was designated as a separate town of Hefei municipality. The next year, Shushan Industrial Park (now Shushan Economic Development Zone) was established. In 1996, Shushan town was under the jurisdiction of the high tech Zone. in March 2002, the administrative division of the city was adjusted and put under the jurisdiction of Shushan District, renamed Jinggang town.
The origin of town name
In March 2002, the city's administrative divisions were adjusted and put under the jurisdiction of Shushan district. In order to avoid the similarity between the name of the old town and that of the New District, Hefei city decided to change its name. Toponym experts consider that only the community scope of "Jinggang people's commune", which was established in 1963, almost covers half of the scope of laoshushan town. In addition, in the continuous adjustment of zoning and changes of toponym, "Jinggang" toponym has been used, known by the people and passed on from generation to generation. In order to respect the history and the usage habits of the local people, we decided to change the name of "Shushan town" to Jinggang town.
The committee was set up in 1976, with 14 production teams, 157 production teams, 22783 people and 22844 mu of arable land. In March 2002, the city's administrative division was adjusted and put under the jurisdiction of Shushan District, renamed Jinggang town. It has jurisdiction over two villages, namely shibagang and dengdian, seven communities, namely shilimiao, Shilidian, weilou, Xingmin, Yuexi new village, Peninsula New Village and Shushan, and one provincial Development Zone, Shushan Economic Development Zone, with a population of about 70000 and an area of 27.17 square kilometers.
Urban and rural development
Village and town planning the original village planning of Shushan town began in 1983. In 1986, the village and town planning work was completed, and the draft of "two maps and one book" was compiled. By the end of 1987, the overall planning of Shushan town, one of the five established towns in Hefei, had been completed, and "eight maps and one book" had been prepared, including town status map, town area planning map, town status map, town construction planning map, town recent construction map, town engineering pipeline planning map, architectural design map (rural house, large-scale public building), town landscape perspective map, master planning specification, etc. In 1993 and 1998, Hefei planning and Design Institute was entrusted twice to prepare the master plan of Shushan town in Hefei city. After the zoning adjustment in 2002, in order to coordinate with the "141" development strategy of Hefei City, plan and construct the West District of Hefei City sub center with high standard, high starting point and high specification, the town entrusted seven domestic qualified planning and design units to carry out the planning and design, and invited domestic well-known urban planning and design experts to demonstrate the detailed planning scheme of daputou comprehensive transformation, This round of new planning marks Jinggang town from small town construction into big city construction pattern. In 2005, Hefei planning and Design Institute was entrusted to prepare a new round of development plan of Jinggang town in Hefei. It is planned to become an important ecological town, a high-tech industrial base, an important life service base and a tourism service base for the western group of Hefei. Hefei is one of the industry training bases. Jinggang town is committed to building itself into a new municipal town with excellent environment, distinctive landscape, regionalized service, scientific and technological industry and high-end residence, showing the unique charm of "ecological garden city" and "scientific and technological innovation demonstration city" in Hefei.
When the road was just liberated, there was only Hefei Liuzhou highway in the territory, with subgrade width of 4-7.5 meters and pavement width of 3-3.5 meters. It was only a single lane simple pavement and earth pavement paved with bricks, rubble and gravel. The standard was low, and it was barely open to traffic on sunny days. From 1950 to 1958, in order to meet the transportation needs of supporting the front, harnessing the Huaihe River and treating the wounded in resisting U.S. aggression and aiding Korea, Heliu road was repaired one after another. In 1980, it was renovated and reformed. All roads were paved with asphalt, and some roads were changed to concrete. There are many central, provincial and municipal units and enterprises in the territory. They build a large number of special roads for their own convenience. With the development of the city, municipal departments also build some connecting lines in the suburbs. When the township was removed and established in 1986, the main traffic routes in the town were Heliu Road, Hehuai Road, Science Branch Road, Huanshan road and some simple roads between villages. After development, the town roads such as Shanhu Road, Bibo Road, Mudan road and Huanhu avenue have been built successively, and the "+ +" shaped road main skeleton has been formed with the main and secondary trunk roads such as Changjiang West Road, Qingxi road and the second ring road.
The road and bridge of bridge science branch spans Dongpu reservoir, 150 meters long and 30 meters wide. The arch bridge of Huanhu road and bridge is about 15 meters long and 6 meters wide. Zhuxidun stone arch bridge is about 10 meters long and 6 meters wide.
In 1987, the town government raised funds for the construction of small towns through six channels. The town level finance is responsible for all the work and the excess revenue is divided into several parts; the farmers are encouraged to "take care of their own rations" to set up shops, work and do business in the town, and the land use fees are collected according to the construction units and individuals entering the town, with the annual land use fees ranging from 8 Jiao to 1 yuan per square meter for each person, and from 3 Jiao to 5 jiao per square meter for each individual, which are used for the infrastructure construction of small towns; the town government uses the mode of operation to attract social idle funds and implement comprehensive development We should build small commodity market, commercial service housing and commercial housing, reasonably adjust the product prices of some public utilities with low prices, develop food processing, feed, building materials, construction and transportation industries that are most needed by the society, with less investment and quick results, and mobilize local units to build together. Local units should mobilize social forces to carry out "self construction and one union" according to the principle of who benefits and who invests . Under the unified planning of the town government, we should build our own roads, drain our own water, plant our own trees, keep our own sanitation and build public facilities.

Shushan people's commune, which was just established in 1958, is located in the hilly area of the western suburbs of Hefei City, with an area of about 448 square kilometers and a perimeter of about 100 kilometers. The association was formed by the merger of four high-level agricultural societies (Shushan, Hongxing, Fengshou, Jinhua) under the former Shushan and Jindou townships. There are 4029 households with a population of 19256 and a cultivated area of 30064 mu. There are 6221 whole labors, 1073 semi labors, 1056 farm animals, 39 mules and donkeys, 2949 large farm implements, 3 tractors, 1 harvester, 2 threshers, 5 pumps, 1 automobile and 1237 other means of transport. It was established on August 24, 1958 and was announced on September 24, 1958.
After the establishment of the commune, it has developed from a single agricultural production in the past to a comprehensive combination of agriculture, forestry, fishery and animal husbandry, industry, agriculture, commerce and military training. The company has 31 factories including ball bearing, machine rice, agricultural tools and chemical fertilizer. Among them, 11 factories including ball bearing and ironmaking were established during the period of running the company, with 7 sideline businesses including chicken, duck, goose and silkworm farm. In terms of traffic education and health service, there are 9 primary schools, all school-age children of the whole society are enrolled in school. During the construction period, two professional middle schools are expanded, two private public secondary schools are newly built, seven private business agricultural middle schools are established, 76 nurseries, 190 nurseries, 2 kindergartens, 7 maternity homes are established, and there are 1 cultural center, 9 cultural stations, 1 professional drama troupe, 9 business drama troupes, and 1 cinema. The commercial network was spread all over the commune, and a militia group was set up by combining labor with military, farming with military. In order to facilitate production and leadership, the village was planned and merged, and each production team established a public canteen.
In 1983, there were 14 administrative villages, 171 villager groups, 21371 mu of arable land and 33612 people in total, including 7890 non-agricultural people.
