When Fan Zhongyan was transferred to Xixi (today's Dongtai) salt storage prison in Taizhou, there was a dragon in the East China Sea, which invaded the villagers. Fan Gong had two servants, Xu Fu and Xu an, who were two brothers. They decided to fight with the dragon in the sea for three days and three nights with their swords. Finally, they killed the dragon. However, they were seriously injured. Knowing that their lives would not be long, they put their swords into the sand and threatened the other beasts in the sea with the evil spirit of the sword Water and soil.
The local people changed the name of the place to Fu'an in memory of the two heroic brothers.
