Evolution of organizational system
In the 1930s, a sand back near the Yangtze River Estuary surfaced, known as "stone sand". Later, it was named "yonglongsha" because it was located to the south of Yonglong town in Qidong County.
In 1966, Haimen County sent people to Yonglong sand to "plant green", that is to plant reed to fix and improve the soil. By 1968, a lush reed marsh had formed in Yonglong sand, and the soil was becoming solid.
In 1969, both Haimen and Qidong counties decided to reclaim yonglongsha for the first time. They discussed and decided that yonglongsha should be bounded by the southward extension line of liangtonggang at the junction of Qihai and Qidong. Qidong County was in the East and Haimen county was in the West (now Haiyong town).
In March 1970, with nearly 3000 mu of land reclaimed in the first phase, the state-owned yonglongsha seed breeding farm of Haimen county was established in the reed grass shed as a county institution. More than 200 households relocated by Wang Hao, Baochang, Dongxing, Changhong, Changle and other communes have become the first batch of residents of yonglongsha farm workers.
In 1975, the county organized thousands of migrant workers from Yuelai, Sijia and Sanchang to carry out phase II reclamation on the South and north sides of yonglongsha and haiyongsha, which is only tens of meters away from the west end of yonglongsha. Yonglongsha became a part of the northern edge of Chongming Island.
In 1976, households from Sijia, Yuelai, Linjiang and Sanchang districts settled in Yonglong and established Yongxi village, Yongbei village, Xianghua village and Shanan village. Since then, the structure of "small state-owned (farms) dragging large collectives (four administrative villages)" has been formed in shahaimen of Yonglong.
In March 1993, the people's Government of Haiyong township was established in yonglongsha. By 1996, Haiyong Township had an area of 8.6 square kilometers.
In October 2015, Haiyong town was established by withdrawing the township to build a town. The people's Government of Haiyong town was stationed at 68 Haichang road.
