It comes from the seventh volume of the record of words and deeds of famous ministers in Five Dynasties by Zhu Xi of Song Dynasty.

Idiom story
Fan Zhongyan was born in Wu County of Suzhou in the Northern Song Dynasty. In Song Zhenzong Dazhong Xiangfu year examination Jinshi, successively served as Yousi Jian, officials wailang, Zhizhou, privy Deputy envoy and so on. In the third year of Qingli (1043 AD), Fan Zhongyan was appointed as the Deputy Prime Minister. Together with Han Qi and Fu Bi, he carried out a reform focusing on improving the official administration. He took the official roster and checked their positions one by one. He wrote off all the incompetent officials on the roster. Vacant posts are appointed from the next level of competent officials. Seeing that he was merciless, Fu Bi said, "as soon as you use your pen, you will remove them from their posts. Fan Zhongyan said: "it's better for his family to cry than for them to harm thousands of families and make them all cry."; however, because the new deal violated the interests of the aristocratic bureaucrats at that time and was strongly opposed, the new deal was implemented less than a year, and Fan Zhongyan was demoted to serve as the fourth route Xuanfu envoy in Shaanxi. It was in this year that he wrote down the famous sentence of "first worry and worry, then happiness and joy".
